HIGHWAY 410 <br />By: Pete Rs~tikk~, Ci'.y Lngineer <br /> <br />Back[round: <br /> <br />At your October 13, 1987 Council meeting you directed me to resez, rcb other <br />options for the alignment of sanitary sewer and watermain on the south [~ide cf <br />U. ?. I~jgbway f:J0. <br /> <br />I have discussed the possibility of using the U. S. Highway 410 right-of-way <br />for construction of sewer and waterm~in with t{r. Fi].] Warden, Roadway <br />Regu]a-t~ms Sup~.rr, isor for Mn/DOT. Mr. Warden did not see a problem using the <br />right-of-way, however, it will require a new permit which will take at least a <br />month to obtain. In addition, new plans will have to be prepared which will <br />require new surveys at a cost of several thousand dollars. Also, temporary <br />easements along the right-of-way will be requized whlch may require <br />condemnation. Locating the utilities in the right-of-wmy will rwquire <br />duplication of the lines at the ttime the property south of U. S. Highway ~10 <br />is developed. <br /> <br />Another alternative is to cut down on the easement widths over the existing <br />alignment. The width of the perr,~anent casement could be reduced to 30 feet and <br />the temporary easement could be reduced to 80 feet. This could save at least <br />50 percent on the right-of-way costs. However, State aid funds could not be <br />used since the right-of-way purchase would not be adequate to accommodate the <br />proposed State aid street. <br /> <br />On the original plan, we could reduce the temporary easement by 40 feet. This <br />could reduce the easement costs slightly. By proceeding with the original <br />plan, State aid funds can be used and the right-of-way will be available for <br />the proposed State aid street. <br /> <br />The final alternative ~= tc stc~ the ~r~{cct cc,~].7~teT> ~r:f ~:.zjt for ]z~;d <br />owners to deve!cp their property.
