I <br />I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />i <br /> <br />I <br /> <br />PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMS EY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, November 3, 1987 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding a proposed amendment to Section <br />170.017 of the City Code establishing performance standards for grading, <br />mining and excavating operations (continued from October 6, 1987).' <br /> <br />Members Present: <br /> <br />Mr. Terry Hendriksen, Vice Chairman <br />Mr. Roy Shumway <br />Mr. Charles LaDue <br />Mr. Jim Holm <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Members Absent: <br /> <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Jim Howell <br /> <br />CALL TO ORDER <br /> <br />Vice Chairman Hendriksen called the public hearing to order at 7:50 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Goodrich stated that the substantial change to the code has to do with <br />designation of haul roads, the language for which is derived from Minnesota <br />Highway Department specs. <br /> <br />Walton Sauter - 803 Monroe Street - Anoka - Stated that he disagrees with <br />Tart of the code that indicates grading operations not completed within 3 <br />years must go through the paperwork again and ~e renewed. Once the grading - <br />plan is approved it should be valid until the operation is complete, <br />especially when you take into consideration that the permit can be revoked <br />by the city at any time for noncompliance.- Mr. Sauter stated that he also <br />does not agree with the export permit having to be applied for in <br />accordance with the city's mining ordinance and separate' from the grading <br />permit. <br /> <br />Mr. Goodrich replied that the reason for export permits is to address <br />environmental and transportation concerns that arise when moving material <br />off the property. Mr. Goodrich noted that when necessary', it is possible <br />that the export permit could be addressed along with the grading permit in <br />the platting process. Mr. Goodrich stated that the 3 year renewal <br />provision allows the city to review the status of the permit in <br />relationship to the changes that have taken place in the surrounding area <br />over that time period. <br /> <br />P & Z/Public Hearing/November 3, I987 <br /> <br />Page 1 of 2 <br /> <br /> <br />
