-6- <br /> <br />Subdivision 3. Application Deadline. A completed applicaiion for a wild <br />animal license shall be submitted no later than 19 days before the next regu- <br />Jarl), scheduled Planning Comniission meeting. <br /> <br />Subdivision 4. Review o:f City Council and Planning Commission. Upon <br />submittal o] a completed application, The Zoning Administrator shall schedule <br />a public hearinl~ at the next Planning Commission meeting. The Po]ice Chief <br />shall receive a copy o[ the application and ~orward an)' recommendations <br />~o the Zoning Administrator who shall then review the application and police <br />comments and ma), make recommendations to the Planning Commission. <br />The Planning Commission shall consider ~he application for a wild animal <br />license and thereafter make recommendations to the City Council. The City <br />Council shall then approve, approve with modifications, or deny the applica- <br />tion for a wild animal license by resolution which shall set ~orzh in detail <br />an), conditions and restrictions to which the approval is subject or reasons <br />for denial. <br /> <br />If a renewal of a wild animal license is being applied for with no changes <br />~rom the wild animal license issued by the City ~or the previous year, the <br />Zoning Administrator may place the application for the renewal of a wild <br />animal license on the agenda o~ the next City Council meeting and ma), <br />waive the need ~or a public hearing or review by the Planning Commission. <br /> <br />Subdivision 5. Review Criteria. In acting upon an application ~or a wiJd <br />animal license, the Chy shall consider the ~ollowing criteria: ' <br /> <br />Surrounding land uses. <br /> <br />15. Swuctural soundness and securiW of ail primary and secondary enclo- <br />sures. <br /> <br />C. Design, size, ]ocation and configuration of all primary ,and secondary <br />enclosures. <br /> <br />Nuisances such as noise and odors. <br /> <br />F. Aesthetics, including the appearance of .:he lot and structure where <br />a wild animal is kept. <br /> <br />Compliance with :he City Zoning Ordinance and o'mer City ordinances. <br /> <br /> Regulations of ~he Minnesota Department ^-' Natural Resources, <br />Unhed S:ates Department of '~-':.",'~- <br /> r,~.:~,~,~u;,.
