TO: <br /> <br />RAMSEY ZONING COMMISSION <br /> <br /> R£CEIV~.n. <br />October 27, ]9~T? § %q87 <br /> <br />Subject: <br /> <br /> A~'J ............ <br />Amendment to Chapter IlO of the Ramsey City Code, which <br />chapter is known as the "Health Safety and Welfare Chapter." <br /> <br />After reviewing the proposed ordinance~ I have a few concerns: <br /> <br />The term ENCLOSURE - If this is an electrical fence what happens <br />with a power outage? <br /> <br />With winter snow build up the ENCLOSURE should have a top or <br />cover which would keep the animal(s) from going over the sides. <br /> <br />The lot size determined should be large enough to take into <br />consideration the needs of the.largest animal(s). <br /> <br />LIABILITY INSURANCE - prior to issuance of a license the applicant <br />should have proof of liability coverage should the animal(s) get <br />loose and cause property or bodily damage. <br /> <br />I want to make myself clear to the members of the zoning commission, <br />my greatest concern is the safety of my family, myself and the other <br />Ramsey residents should a wild animal, domesticated or not, get loose. <br /> <br />An animal of a given species may never harm a human being yet another <br />of the same species may. Therefore I ask the commission to keep <br />this in min'd when finalizing-t'he "REGULATIONS FOR KEEPING WILD ANIMALS". <br /> <br />Sources of Reference: <br /> <br /> WILD ANIMALS AS PETS-Dick Mathews <br /> This book gives information on several species of wild <br /> animals regarding personality, diet, disease, confinement, <br /> with information to types of enclosures to meet the needs of <br /> a particular animal. <br /> <br /> WILD ENEMIES-J.J. McCOY <br /> "A predator as large and powerful as the black bear is, of <br /> course, potentially dangerous to human beings."Page 8] <br /> <br />WILD ANIMALS AS PETS-Dick Mathews <br /> "General: Only in certain restricted circumstances should <br /> anyone keep any wild animal as a pet".
