CASI~ ~3:' <br /> <br /> ADOPT LANDFILL ABATEMENT PLAN <br /> By: Merland Otto, Engineer <br />Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />As required by legislative action, Minnesota communities are required to reduce <br />solid wastes currently being landfilled. The Metropolitan Council is <br />overseeing this effort in the metropolitan area and has ordered communities to <br />reduce their solid waste 16% by 1990. Each metropolitan county, including <br />Anoka County, has drafted a solid waste abatement plan and will be working with <br />individual communities to meet the plan's goals. Anoka County's Solid Waste <br />Abatement Plan states that the County's waste stream shall be reduced 20% by <br />1992. <br /> <br />Enclosed for your information and review is a draft of Ramsey's proposed 1988 <br />Landfill Abatement Plan dated December 14, 1987. The work plan includes the <br />following components: education and information activities; participation in <br />the "Keep America Beautiful" program; informational signage for recycling <br />facilities; records and monitoring functions; household hazardous waste <br />collection; brush and wood waste reduction; yard waste composting; and limited <br />curbside recycling. The proposed total budget for this plan is approximately <br />$48,000. It is estimated that funding sources other than Ramsey will be <br />available to fund approximately half of these costs ($24,000). <br /> <br />Anoka County has some funds available to communities for implementing local <br />abatement programs, provided that community has submitted a landfill/solid <br />waste abatement plan to Anoka County by January 13, 1988. <br /> <br />Observations: <br /> <br />There are adequate funds in the Landfill Tipping Fee Fund to finance all <br />components of the proposed 1988 Landfill Abatement Plan. As you may recall, <br />tipping fees may be used for landfill abatement activities. <br /> <br />The Landfill Commission reviewed a draft of this plan on December 3, 1987. <br /> <br />Recommendation: <br /> <br />Council A~tion: <br /> <br />Motion to: <br />Adopt the Landfill Abatement Plan and budget for 1988 and submit the plan <br />and request for funds to Anoka County. <br /> <br />Rc?iew Checklist: <br /> <br />Administrator X <br />Attorney <br />Engineer X <br />Cor~nunity Development Director X <br /> <br />Chief of Police <br />Finance Officer ,X <br />Public Works Superintendent ,. <br />Landfill Commission ~ <br /> <br /> <br />
