~e ~7:A: ~~ion Of Issuance Of Burnin~ Permit To Contractor On <br /> The Industrial Sewer And Water Project: <br /> <br />Councilmember Cox inquired if there is any problem with the contractor on <br />the sewer and water project burning construction debris. <br /> <br />Mr. Hartley replied that the contractor would have to apply for a burning <br />permit at City ltall and it will be processed in the normal manner. <br /> <br />~ase #8: Discussion On Movin~ Railroad Tracks Between Ramsey Blvd. And <br /> The Dayton Port Crossing: <br /> <br />Mr. Hartley stated that in the course of discussions relating to railroad <br />crossings, one item that has been raised as 'a possible solution to the <br />safety factor is the moving of tracks to provide more .space between Hwy. <br />~10 and the railroad. This possibility has some merits and council <br />directed staff to research it further. <br /> <br />Mr. Goodrich stated that he met with Mr. Mooney, attorney for Burlington <br />Northern, and it was indicated that there are about 3 miles of track that <br />would have to be moved at an approximate cost of $100/foot, exclusive of <br />right-of-way; total cost would be approximately $1,500,000.00. <br /> <br />Councilmember Sorteberg suggested that prior to spending anymore time and <br />money studying the issue, Council physically inspect the area proposed for <br />track relocation to be sure existing building locations won't prohibit such <br />a project. <br /> <br />Council directed Mr. Hartley to obtain maps from Burlington Northern that <br />would indicate possible track relocation routes. <br /> <br />Mr. Hartley noted that he will be meeting with Burlington Northern on <br />November 11 to finalize a private crossing agreement for the Puma crossing; <br />North Fork is pursuing a private crossing at the Dayton crossing; it is <br />hoped this matter will be resolved by the first part of December. <br /> <br />C~se f~9: <br /> <br />Update On Status For Renewal Of 1988 Grouo Health And Life <br />Insurance: <br /> <br />Mr. Graczyk stated that in the past, the city has purchased group health <br />and life as an instrumentality in conjunction with Hennepin County. <br />Hennepin County has discontinued PHP and. Med Center and chosen Family <br />Health Plan as the preferred provider. The instrumentalities of Henn~epin <br />County feel it is not a practical change as it puts 70% of 'the employees in <br />a position of having to change doctors and hospitals. The <br />instrumentalities have been considering spinning off from Hennepin County <br />and purchasing health insurance from the current providers, PEP and Med <br />Center. Ramsey has 3 options: stay with Hennepin County program; join the <br />other instrumentalities, if they can band together and it appears they can, <br />to continue coverage with PHP and Med Centers; purchase coverage with the <br />A~noka County group. Mr. Graczyk stated that PHP will be presenting their <br />proposal to the instrumentalities on November 12 and he will report back to <br />Council with that information and a request for action as soon as possikle. <br />City Council/November 10, 1987 <br /> <br />Page 11 of 12 <br /> <br /> <br />
