CASE #l: <br /> <br /> REQUEST FOR CONDITIONAL USE PERMIT TO ESTABLISH <br />BITUMINOUS ASPHALT PLANT IN THE I-1 INDUSTRIAL DISTRICT; <br /> CASE OF COMMERCIAL ASPMALT COMPANY <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Commercial Asphalt Company is requesting a conditional use permit to <br />establish a commercial asphalt bituminous plant on the southeast 20 acres <br />of the old Prestressed Concrete property. Access to the site would be from <br />County Road #116 and Highway #10. This property is located in the I-1 <br />Industrial District. Permitted uses in this district do not include <br />asphalt plants, <br /> <br />For your information, the following items are enclosed: <br /> <br />a) Application <br />b) Site location map <br />c) Proposed site plan <br /> d) Letter dated August 24, 1987 from Joseph and Mary Jo Sentyrz <br /> e) FAA Acknowledgement of Proposed Construction dated November 13 <br /> f) Proposed findings of fact <br /> <br />Observations: <br /> <br />The Planning Commission conducted a public hearing on this request on <br />September 1, 1987. On October 6, 1987, the Planning Commission tabled <br />action on this request pending the following: 1) FAA review and comment; 2) <br />staff research regarding complaints in Auoka and Maple Grove regarding <br />Commercial Asphalt's operations; and 3) obtaining a video tape of the Maple <br />Grove asphalt facility. <br /> <br />The video tape of the Maple Grove site will be available at the meeting. I <br />have discussed Commercial Asphalt's operations with Anoka and Maple Grove; <br />neither city reported problems or complaints regarding Commercial Asphalt's <br />operation in either city. <br /> <br />Please note that the FAA has reviewed Commercial's proposal and has <br />determined that the proposed asphalt plant is not identified as.an <br />obstruction and would not be a hazard to air navigation. <br /> <br />Recommendation: <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney <br />Engineer <br />Community Development Director <br />FAA X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Airport Commission <br /> <br />X <br /> <br /> <br />
