'b 3. ,No legally impounded animal shall be released except to the person d/splaying a receipt from tile city clerk showing paymen~ in full of the costs of impounding and care of the animal. If any person, without authority of law, and without first paying the costs due, shall take any impounded animal out of the enclosure in which he is impounded, he shall be guilt), of a misdemeanor. 4. Costs incurred by the city in impounding horses running at large shall be paid by tile owner of the horse prior to releasing said animal. 5. If any horse impounded is not redeemed within fourteen (]4) days, the chief of police or his designated agent shall give an additional three (3) days notice of the time and place where such animal or animals will be sold by posting and serving notices as required for notice herein. If such animal cannot be sold on the day stated, it may be sold as soon as possible thereafter ~,ithout notice. 6. The city clerk shall turn over the proceeds of any sale to the city treasurer. On order of the city council, the city treasurer shall pay to the okmer of such animal the difference between the sale price as stated in item 4, after deducting ~be cost of impounding, feed- lng and sales charges, if the owner makes claim for the monies within one (1) 5, ear from the date of the sale; otherwise, it shall be forfeited to the city. 7. No person may ride or drive a horse after the hour of sun- set and before the hour of sunrise along or crossing any public way without appropriate lighting or reflectorized clothing. 8. No person may ride or drive a horse in any public park, beach, golf course or other public property except within the right-of- way of public streets and highways and in areas duly designated as a trail way or hitching area. 9. Tile city park and recreation commission shall designate and properly post those areas in public lands and parks ',,'here horses ..;ay be ridden. 10. Every person riding a horse or driving any horse-drawn vehicle upon a public roadway shall be subject to those provisions of the city code applicable to the driver of a mo:or vehicle, except those provisions which by their nature have no application. i!.
