fries, cupolas and domes, monuments, water towers, fire <br />and hose towers, observation towers, chimneys and <br />smokestacks, flag poles, telephone poles, and parapet <br />walls not extending more than four feet above the <br />limiting height of the building. <br /> <br />170.017J HEIGHT REGULATIONS <br /> <br />No principal structure shall exceed 35 feet in height above <br />average ground level. <br /> <br />170.017K FENCES <br /> <br />Fences shall be located entirely on the owner's property and the <br />fence location and placement shall be the owner's responsibility. <br />Fences ~hall be located such that they do not interfere with <br />traffic visibility. ~ <br /> <br />170.017L SITE PLAN REVIEW <br /> <br />It is the policy of the City to preserve and promote <br />attractive, stable residential, business and industrial <br />environments through the contruction of quality projects an~ <br />developments. No structure or land shall be used, occupied, <br />erected, constructed, reconstructed, moved or structurally <br />altered except in conformity with the following specifications <br />for the zoning district in which it is located. <br /> <br />Site plan reviews are required for all proposed multiple family <br />dwellings (3 or more units), mobile home parks, commercial and <br />industrial developments, and all proposed developments within the <br />Flood Plain, Scenic Rivers, and Environmental Protection and <br />Critical Rivers Overlay Districts. In addition, site plan reviews <br />shall be specifically required prior to the issuance of a <br />conditional use permit in any commercial or industrial zone. <br /> <br />An application for the site plan/building design approval shall <br />be initiated by the owner or his authorized agent filing a form <br />prescribed by the City. The application shall be submitted to <br />the Building Inspector along with a reimburseable deposit of <br />five hundred dollars ($500). This deposit-shall be used to <br />defray the expenses of the City's professional staff in their <br />review of said plan. If this $500 deposit is not sufficient to <br />cover expenses incurred by the City in'the review of the plan, <br />additional monies will be required prior to final action on the <br />application. If after final action on the application and plan, <br />a surplus balance remains in the City's accounts, this surplus <br />shall be refunded to the applicant. <br /> <br />Required Site Plan/Building Design Information: <br /> <br />Identification and Description and Certification: <br /> 1.
