Winslow }iolasek - Andover Blvd., Andover - Stated that he didn't receive <br />notification of the October 16 hearing until October 10. Mr. Holasek <br />reviewed the amount of area to be acquired from him and the estimated <br />assessments for sewer, water~ storm sewer and MSA road and the cits,'s <br />offer. Mr. Holasek stated that he has a purchase agreement offering almost <br />double what the city is offering for almost the same property in the same <br />vicinity. Mr. Holasek contended_that the city's trade for assessments <br />offer is actually putting the land at ]/4 of what it is worth; if property <br />owners are expected to pay full assessments, then the City should be <br />willing to pay the full worth of the property. Mr. Holasek stated that due <br />to the timing in which he received notification of the October ]6 hearing, <br />he is requesting that Council delay that hearing to a later date. <br /> <br />Mr. Goodrich stated that there is nothing Mr. Holasek has to provide for <br />that hearing. <br /> <br />Mr. Holasek stated that he wants his appraisal, which is to be paid for by <br />the city, and his attorn~_~> prepared for that hearing. <br /> <br />M~yor Reimann stated that using all the City's MSA funds for this project <br />will hinder other needed projects in the City and noted that the property <br />owners would benefit from the road as much as the city would.. <br /> <br />Mr. Holasek disagreed and stated that the property owners have highway <br />in front of their property and don't need the frontage road; the frontage <br />road will depreciate residential property in that area. <br /> <br />Randy Elofson inquired if the city is willing to offer the appraised value. <br /> <br />Councilmember Cox stated that he is not willing to offer the appraised <br />value as the City is using tax increment revenue from another development <br />area (that paid for all their ~provements up front and provided all the <br />necessary easements) to pay for sewer and water service in this area. The <br />city also has limited }iSA funds and there are some much needed east/west <br />corridors.
