Mr. Holton <br />stated that he doesn't feel community education ~hould pay for Council's <br />perception of the school district as a whole. Community education will do <br />it's best to provide wh~t the city wants for the amount of dollars it wants <br />to spend but they need tine c.:.~y's cooperation. Councilmember Cox stated <br />that he is not opposed to a key communicator program; at this point, he <br />feels it ahould be a function of the police department and not community <br />education. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Counci]members Cox and <br />Pearson. Voting No: Councilmembers DeLuca and Sorteberg. <br /> <br />Case ~2: Case #8 - Update On Reeuests For Tax Increment Assistance: <br /> <br />Mr. Dick Carson stated that he i~ requesting that City Council initiate the <br />establiahment of a tax increment district to extend sewer and water trunk <br />to his and Sid Schaumburg's proposed residential devclopment of Ramsey <br />Terrace Pond. Mr. Carson stated that he feels there should be an agreement <br />to establish a tax increment project prior to entering into the agreement <br />outlined in Ma. Norris' memo tc David Hartley dated October 20, 1987. <br /> <br />Mr. Hartley sta~ed that the agreement would include all the items listed in <br />the October 20 memo and indicate Ramsey'~ interest in using tax increment <br />financing to extend trunk utilities to the area. Mr. Hartley stated that <br />it would not be appropriate for Council to make any representations to'use <br />tax increment without some documentation that the development will take <br />place. <br /> <br />Mr. Carson stated that the City's representation should be more than an <br />expression of interest if the developers are going to provide $15,000 for a <br />feasibility study.
