The City Council hereby authorizes the establishment of a <br />~orseman's Council to receiv~ complaints from those aggrieved by <br />horse owners or keepers, to investigate complaints, to advise <br />horsemen against whom complaints have been lodged and to advise <br />the City Council to appropriate action. <br /> <br />Thc City Cou~cJl shall select five persons to the Horseman's <br />Council, including when possible, a representative of all local <br />horse-oriented association or club and a veterinarian. Each <br />member will serve a two-year term and is eligible for <br />reappointment at the end of that term. <br /> <br />The Horseman's Council shall recommend approval or disapproval to <br />the City Council of all requests under this ordinance for <br />varianceE. <br /> <br />NUISANCE <br /> <br />No person, firm or corporation shall keep any horse, colt or pony <br />in such a manner deemed to be a public or private nuisance by the <br />Horse Council. <br /> <br />ENFORCEMENT OF ORDINANCE <br /> <br />Any person, firm or corporation failing to comply with the <br />provisions of this 'ordinance shall be guilty of a misdemeanor and <br />may be punished with a maximum fine of $300.00, niney days in <br />jail or both. <br /> <br />$ EP~_~3~E IL I~Y <br /> <br />If gny section, subsection, sentence, clause or phrase of this <br />ordinance is, for any reason, held to be imva!id, such decision <br />shall not affect the validity cf the remaining portions of the <br />ordinance.
