PLANNING A]qD ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF R~SEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, October 6, 1987 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding proposed amendments to Section <br />170.017 of the City Code establishing performance standards for grading, <br />mining and excavating operations. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Ch~.irman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br />Mr. Roy Shumway <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br /> <br />Members Absent: Mr. Jim Holm <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:20 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Gary Sauer stated that the ordinance requires restoration within 60 <br />days and noted that mining often goes into October and November making <br />restoration not possible until the following spring. The ordinance also <br />requires removal of equipment and Mr. Sauer stated that equipment should be <br />allowed to be stored on the property in an orderly fashion. ?ne ordinance <br />requires access roads to be paved but ~he dust control regulations would <br />address that issue. The ordinance requires a topsoil depth of 6 inches; <br />placement cf 6 inches of topsoil shcuid no~ be a requir~en~ as some cf <br />areas have less than 6 inches cf topsoil before grading and minimg begin; <br />no selling cf topsoil would address the city's cc=cern. <br /> <br />Gerald Robbed= referred to the dust control recuiremen~s and stated that <br />e~c~ssive wi~ds should be a de=ermlna~icm of ~he ~i=y ~gineer on the site <br />and non tied ~o a cot=aim wind velocity speeds being experienced at the <br />Minneapolis airport or radio s~ations. <br /> <br />Mr. Arthur P~audio - kequested that the public be given more time tc review <br />the ordinance and submit comments. <br /> <br /> "-~ ........ ,! 987 <br />P & Z/Public He .... s/O~o~=~ 6 <br /> <br />Page 1 of 2 <br /> <br /> <br />
