The <br />property owner can pay of~ the balance due each year by the 10th of <br />October. <br /> <br />Conrad Emerson - 3315 16th Avenue South, Mpls. - Inquired if sealcoating is <br />generally assessed for. <br /> <br />Mr. Raatikka replied that it is Ramsey's policy to assess the benefitting <br />property owners for sealcoating. <br /> <br />Conrad Emerson - Inquired as to how often roads are sealcoated. <br /> <br />Mr. Raatikka replied that roads are sealcoated approximately every 6 years. <br />Alpaca Estates 3rd Addition has new streets and was not sealcoated this <br />year. <br /> <br />Carl Jarnes- 8244 Col~ax Avenue - Noted that Council should have received <br />a letter from h~s brother, Haakon Jarnes. <br /> <br />Council noted receipt of the letter from Haakon Jarnes dated August 28, <br />1987 stating that it was not understood that street maintenance would be <br />carried by the developer, other than through taxes. Council noted receipt <br />of a letter from Harold Rogahn dated September 1, 1987 stating that <br />sealcoating should be paid for through property taxes and not assessed. <br /> <br />Councilmember Cox noted that sealcoating is necessary even to those roads <br />in low volume traffic areas in order to keep the surfaces pliable. The <br />benefit to assessing is that the property owners know exactly what the <br />costs are and are not being taxed in other ways to cover the cost of <br />sealcoating. <br /> <br />Councilmember DeLuca stated that many of his neighbors in Menkveld's <br />Unplatted Area were in favor of sealcoating in order to preserve their <br />investment in streets; the quality of the sealcoatzng was not what they <br />expected. <br /> <br />Mr. Raatikka stated that the contractor has been notified of problem areas <br />and funds are being withheld until corrections are made. Mr. Raatikka did <br />note that seams and overlapping are common with seatcoating and they take <br />care of themselves in time. <br /> <br />ADJOUP~ENT <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />adjourn the public hearing. <br /> <br />Motion carried.
