Mr. Hartley stated that he has and will encourage North Fork to <br />proceed with the temporary crossing unless the insurance costs are beyond <br />their means; if all is favorable, it is possible that the truck traffic <br />will be off of 153rd in one week. <br /> <br />Councilmember Cox directed Mr. Hartley to request that the railroad not <br />begin improvements to the Armstrong crossing on a Friday and thereby <br />causing the crossing to be closed an additional two days. <br /> <br />Mr. Hartley stated that he will be meeting this week with Representative <br />Larsen and a letter supporting the establishment of the Dayton crossing is <br />expected; a letter of support is being drafted by Anoka County and it is <br />hoped all County Commissioners will be endorsing it; County Engineer is <br />also preparing a resolution for adoption. <br /> <br />Councitmember Cox directed that when Mr. Hartley meets with elected <br />officials, he should also express Ramsey's concerns with respect to the Rum <br />River Bridge Crossing. <br /> <br />Roger Buchanan - 15230 Kangaroo - Stated that if the decision regarding <br />establishing the Dayton crossing is based on a preponderance of evidence, <br />he doubts the city will prevail if Mr. Goodrich is sent to the hearing with <br />only Ramsey's resolution petitioning for the crossing. The attorney should <br />meet with Council and the collective client to accumulate a preponderance <br />of evidence. <br /> <br />Councilmember Cox suggested that once City Attorney Goodrich makes some <br />decisions regarding the testimony to be submitted, he should contact Mr. <br />Buchanan to determine if area residents have anything to contribute. <br /> <br />Case #~.; Status Of Airport Safety Zpniny Referendum; <br /> <br />Mr. Hartley stated that regarding the question of when to hold an advisory <br />election, the Airport Commission recommends that Council adopt the airport <br />safety zoning ordinance and delay the election until the environmental <br />impact assessment report, relocation plan and preliminary engineering <br />report/preapplication for AlP funds are available. The Commission also <br />recommended that if in Council's estimation an advisory election is <br />required, it should be held no earlier :hah the 2nd quarter of 1988 when <br />all information is available. <br /> <br />Counciimember Cox stated that at a previous meeting, he initiated the <br />motion to support an advisory election. Since then, residents have <br />expressed their pleasure with the aczlon but they are concerned with <br />neasures that can be taken to close the issue pe_-manently. Counci!member <br />Cox stated that he has received a letter from Mr. Patrick Kennedy <br />indicating that there will be a petition for referendum circulated but <br />apparently there is some dissatisfaction with Council's action because the <br />zoning ordinance would have to be adopted in order ~o have a referendum <br />vote on it. <br /> <br />Counci!member DeLuca noted that if the citizens have not initiated a <br /> City Council/September 22, 1987 <br /> <br />Page 8 of 18 <br /> <br /> <br />
