Larry Koshak that Anoka is developing a bike trail that will tie in with
the alignment for the Rum River Bridge Crossing; the bike lane was deleted
from the Rum River Bridge in order to cut costs; Ramsay should follow up to
have the bike lane readmitted to the project and tie it in with a bike
trail in River's Bend Park.

Mr. Otto explained that the LAWCON program allows the State to
participate in up to 43% of a park project, with a maximum participation of
$40,000. In order to capture the maximum grant amount, a $93,000 project
is being considered; the city's share would then be $53,000 and donations
count towards the city's share.

Councilmember Cox noted that this park has been predominantly developed
thus far by donations of labor and equipment; the compaction done at the
site should be followed up or that operation will have been wasted.

Mr. Otto stated that he will prepare the final LAWCON application based on
Council's recommendations and present it to Council for approval.

Case #8: Prooertv Acquisition For Water Tower:

Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt
Resolution #87-240 authorizing the City Attorney to begin condemnation
proceedings. (Please refer to resolution file for Resolution ~87-240).

Further Discussion: Mr. Goodrich noted that the proper legal description
will be inserted in the resolution.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #9: Contract For Animal Control S~r¥ices:

Mr. Hartley stated that Lake Animal Care is discontinuing their service and
he recommends that the City contract for animal control services with Anoka
County Humane Society. The proposed contract with Anoka County Humane
Society will cost the city $2,000-$3,000 less than it's present annual
contract with Lake Animal Care but Anoka County is not a 24 hour service;
their hours of service will be 8:00 a.m. to 6:00 p.m. 7 days a we~k.

Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to
authorize the ~ycr and City Administrator to en~er in~o an agreement with
the Anoka County Humane Society for animal control services.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Toting ~o: None.

C~se ~!0; Rum River/CouDty Road,,~ll6 Bridye:

Mr. Hartley stated that he has reviewed current and future tax increment
revenues and debt service and that analysis indicates that Ramsey can
City Council/September 22, 1987
