ORDINANCE NO. 87- CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AMENDMENT TO CHAPTER Il0 OF THE RAMSEY CITY CODE, WHICH CHAPTER IS KNOWN AS THE "HEALTH SAFETY AND WELFARE CHAPTER." AN ORDINANCE AMENDING CHAPTER 110 OF THE ZONING CHAPTER OF THE RAMSEY CITY CODE BY THE ADDITION OF SECTION 110.18 ENTITLED "REGULA- TIONS FOR KEEPING WILD ANIMALS." The City o£ Ramsey Ordains: SECTION 1. ADDITION OF ORDINANCE Chapter 110, municipal code of the City of Ramsey is hereby amended by adding Ordinance No. 87- to read as follows: I10.151 PURPOSE AND INTENT. It is the intent o£ this ordinance to establish regulations which will allow as a conditional use the keeping of wild animals, with a wild animal license Jn certain zoning districts. The City recognizes that wild animals require special handling to assure that the health~ safety and welfare of the public is protected and all land use conflicts are minimized. lI0.1g2 RULES & DEFINITIONS Subdivision i. Rules. The language set forth in the text of this ordinance shall be interpreted in accordance with the following rules of construction: A. Words used in the present tense shall include the future; words in the singular shall include the plural, and the plural the singular. "Shall" is mandatory and not discretionary and "may" is permissive. Subdivision 2. Definitions. For the purposes of this ordinance, the following terms shall i~ave the meanings given them by this section. A. "At Large" means a wild animal that is outside of i~s secondary enclosure, or when the wild animal is outside of its primary enclosure but within its secondary enclosure and not in the presence of the owner. "City" means the City of Ramsey. C. "Dwelling" means a building or portion thereof designed or used exclusively for residential occupancy.
