ORDINANCE NO. 87- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AMENDMENT TO CHAPTER Il0 OF THE RAMSEY CITY CODE, WHICH CHAPTER <br />IS KNOWN AS THE "HEALTH SAFETY AND WELFARE CHAPTER." <br /> <br />AN ORDINANCE AMENDING CHAPTER 110 OF THE ZONING CHAPTER OF THE <br />RAMSEY CITY CODE BY THE ADDITION OF SECTION 110.18 ENTITLED "REGULA- <br />TIONS FOR KEEPING WILD ANIMALS." <br /> <br />The City o£ Ramsey Ordains: <br /> <br />SECTION 1. ADDITION OF ORDINANCE <br /> <br /> Chapter 110, municipal code of the City of Ramsey is hereby amended by <br />adding Ordinance No. 87- to read as follows: <br /> <br />I10.151 PURPOSE AND INTENT. <br /> <br />It is the intent o£ this ordinance to establish regulations which will allow <br />as a conditional use the keeping of wild animals, with a wild animal license <br />Jn certain zoning districts. The City recognizes that wild animals require <br />special handling to assure that the health~ safety and welfare of the public <br />is protected and all land use conflicts are minimized. <br /> <br />lI0.1g2 RULES & DEFINITIONS <br /> <br />Subdivision i. Rules. The language set forth in the text of this ordinance <br />shall be interpreted in accordance with the following rules of construction: <br /> <br />A. Words used in the present tense shall include the future; words in <br />the singular shall include the plural, and the plural the singular. <br /> <br />"Shall" is mandatory and not discretionary and "may" is permissive. <br /> <br />Subdivision 2. Definitions. For the purposes of this ordinance, the following <br />terms shall i~ave the meanings given them by this section. <br /> <br />A. "At Large" means a wild animal that is outside of i~s secondary <br />enclosure, or when the wild animal is outside of its primary enclosure but <br />within its secondary enclosure and not in the presence of the owner. <br /> <br />"City" means the City of Ramsey. <br /> <br />C. "Dwelling" means a building or portion thereof designed or used <br />exclusively for residential occupancy. <br /> <br /> <br />
