CASE $1: <br /> <br />REQUEST FOE CONDITIONAL USE PEILMIT TO ESTABLISH A <br />BITUMINOUS ASPHALT PLANT IN THE I-1 INDUSTRIAL DISTRICT; <br />CASE OF BARTON SAND AND GRAVEL COMPANY <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Barton Sand and Gravel Company is requesting a conditional use permit to <br />establish a commercial asphalt bituminous plant on the southeast 20 acres of <br />the old Prestressed Concrete property. This property is located in the I-1 <br />Industrial district. Access to the asphalt operation will be from County Road <br />No. 116 and U. S. Highway No. 10 NW. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Application <br />b) Site location map <br />c) Public hearing notice <br />d) Properties notified <br />e) Letter dated August 24, 1987 from Joseph and Mary Jo Sentyrz <br /> <br />Observations: <br /> <br />As the asphalt operation includes towers in excess of 35 feet in height, Barton <br />will be required to apply for and obtain variances prior to construction of the <br />towers. <br /> <br />The asphalt operation will generate additional traffic and may generate noise, <br />odors, smoke and wastes which may affect adjacent properties. <br /> <br />Recommendation: <br /> <br />Based on the nature of this request, the City Attorney has recommended that the <br />Planning Commission draft findings of fact on Barton's request after the public <br />hearing. <br /> <br />At the time of agenda preparation, the City Engineer had not been provided with <br />detailed information regarding Barton's request.
