Ramsey is requesting to some of their present customers. Mr. Fredricks <br />stated that CBM would be providing a person at Ramsey City Hall an average <br />of 4 hours per day and acting as Ramsey's representative in contracting out <br />non-routine items, the expenditure for which must have the City's prior <br />approval. Councilmember Cox stated that Mr. Fredricks approach could be <br />viewed as a sales pitch and is inappropriate unless the other bidders are <br />allowed to do the same. Councilmembers DeLuca and Pearson agreed that <br />hearing Mr. Fredrick's explanation of CBM's alternate proposal would be an <br />unfair advantage but if there is a possible benefit to Ramsey, the <br />explanation should be heard or the case tabled and all 3 bidders invited to <br />present their proposals to Council at another meeting. Mayor Reimann and <br />Councilmember Sorteberg noted that Council just received the information <br />this evening and building and grounds maintenance is significant enough an <br />item to merit a special meeting of Council to hear from all the bidders. <br />Councilmember Cox reiterated that CBM did not respond to all requirements <br />of the bid spec. Mr. Fredricks stated that CBM was advised they could <br />submit au alternate proposal along with the minimum requirements of the bid <br />specs. Councilmember Cox questioned CBM's rate of $926/hour and Mr. <br />Fredricks proceeded to explain that rate. Mr. Fredricks noted that a <br />response of 4 out of 40 suggests there was some cofusion as to how to <br />respond to the bid specs. <br /> <br />Councilmember Cox withdrew his motion and Councilmember Pearson withdrew <br />his second. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson directing <br />the City Attorney to review the legal merits of CBM Industries' bid for <br />building and grounds maintenance; that the bids be reviewed by Council <br />again on August 11 and that bidders may be represented at that meeting. <br />Further, that staff provide councilmembers with a copy of the bid specs. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Cas~ ~3: ?.equest Fo= Conditional Use Permit To Construc~ An AdvertisiD~ <br /> Si~n~ Case Of M, Jim FraDkliu: <br /> <br />Mr. Hartley stated that Mr. Franklin is proposing to construct two 10' x <br />30' billboards on Hwy. #10; Planning and Zoning recommended approval of the <br />request. <br /> <br />Mr. Franklin noted that advertising space would first be offered to local <br />businesses. <br /> <br />Councilmember Cox noted that the City is spending $25,000 on a study to <br />review aspects of development on Hwy. #10 and approving billboard <br />construction should be tabled until that study is completed. <br /> <br />Mr. Franklin stated that he would be willing to remove the sign in the <br />future if it does not fit into Ramsey's development .plans for Hwy. #10. <br /> <br />Motion by Councitmember Cox and seconded by Councilmember DeLuca to table <br /> City Council/July 28, 1987 <br /> <br />Page i0 of 23 <br /> <br /> <br />
