Councilmember Cox inquired about soils being pushed in by the swamp. <br /> <br />Mr. Raatikka stated that the grading permit limited that part of the <br />operation to one foot; that operation has been stopped. <br /> <br />Mr. Raudio agreed that the material was stockpiled to more than one foot <br />but it was being stockpiled to dry and make it spreadable. Mr. Raudio <br />stated that he has always and would like to continue to cooperate with City <br />but feels it is not reasonable to require him to remove poor soils that <br />were on the property to begin with. <br /> <br />Mr. Hartley noted that Staff is in the process of reviewing that aspect of <br />City ordinances dealing with soil requirements for industrial and <br />residential property. <br /> <br />Mr. Raatikka pointed out that the issue to be resolved is that fill was <br />brought onto the property without a permit and some buildable areas were <br />made unbuildab le. <br /> <br />Mr. Raudio replied that the poor soil areas could be green areas and there <br />is still plenty of buildable soils. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson directing <br />the City 'Engineer to work with Mr. Raudio to determine what soil <br />corrections are necessary to make the westerly portion of that area where <br />organic material was buried buildable and report back to Council on August <br />11. <br /> <br />Further Discussion: Mayor Reimann stated that soils on the entire property <br />should be addressed. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council recessed at 9:35 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:35 p.m. <br /> <br />Case f,~7: <br /> <br />Request For Preliminary Plat Approval Of Pineview Estates <br /> S~¢ond Addition Planned Unit Development; Case Of Mr. Art <br /> Raudio And Mr. Gilbert Menkveld: <br /> <br />Mr. Raatikka stated that most of the plat conditions have been satisifed. <br /> <br />Mr. Goodrich stated that he has been working with Mr. Raudio's attorney and <br />they have drafted what they think is a good covenants for Pineview Estates. <br /> <br />Mr. Raudio stated that he wants to review the plat and covenants once more <br />with his attorney and the City Attorney, especially as it relates to common <br />property and approach Council for final plat approval on August 11. <br /> <br />City Council/July 28, 1987 <br /> <br />Page 13 of 23 <br /> <br /> <br />
