17. That access to the site is from County Roads ~116 and ~56. <br /> <br />18. That the aggregate extraction operation will be temporarily detrimental <br />to persons residing in the vicinity of such use in that the operations will <br />generate a significant incrase in traffic to the area. <br /> <br />19. That the aggregate extraction operation will temporarily adversely <br />impair the enjoyment of surrounding properties, especially the adjacent <br />residential property, due to increased traffic to the area. <br /> <br />20. That the traffic generated by the aggregate extraction operation will <br />be disturbing for a temporary period to neighboring uses. <br /> <br />21. That the Applicant has stated that aggregates will be extracted to such <br />an elevation so that the subject property is suitable for future industrial <br />development. <br /> <br />22. That the aggregate extraction operation will be served adequately by <br />essential public facilities such as County Roads ~116 and #56. <br /> <br />23. That the aggregate extraction operation will not create excessive <br />additional requirements at public cost for public facilities. <br /> <br />24. That the aggregate extraction operation will not involve activities <br />that will be permanently detrimental to persons or property in the <br />vicinity. <br /> <br />25. That the Applicant originally applied for a conditional use permit to <br />extract aggregates and to construct a bituminous asphalt plant on the <br />subject property. However, the Applicant has withdrawn the application for <br />the bituminous asphalt plant and is now requesting a conditional use permit <br />to extract aggregates. <br /> <br />26. That the proposed site grading and drainage plan adequately addresses <br />concerns of the Department of Natural Resources regarding storm drainage <br />with adequate capacity for a 100 year rainfall runoff. <br /> <br />27. That the Ramsey Airport Commission is opposed to the proposed aggregate <br />extraction and asphalt operations for the following reasons: <br /> <br />a. The proposed uses conflict with the current Comprehensive Plan; <br />b. The proposed uses are adjacent to a residential neighborhood; <br />c. The proposed uses would create excessive noise, traffic, smoke, <br /> fumes and odors;' <br />d. The proposed uses would impact Gateway North Airport; and <br />e.
