CITY OF RAMSEY <br /> Schedule of Findings and Responses <br /> Year Ended December 31, 2015 <br /> FINDINGS—MINNESOTA LEGAL COMPLIANCE AUDIT <br /> 2015-001 RESPONSIBLE CONTRACTOR LANGUAGE <br /> Criteria—Minnesota Statute § 16C.285. <br /> Condition—Minnesota statutes require the City of Ramsey, Minnesota (the City) to include <br /> responsible contractor language for each construction contract in excess of$50,000, awarded <br /> pursuant to a lowest responsible bidder or best value process. The successful contractor must <br /> submit a verification of compliance signed under oath by an owner or officer verifying <br /> compliance with the minimum criteria set forth in Minnesota Statute § 16C.285. <br /> Context—One of three bids tested was not in compliance with this statute. This is a current <br /> year finding. <br /> Cause—This was an oversight by city personnel. <br /> Effect — One bid approved in 2015 was not in compliance with this statute for responsible <br /> contractor requirements. <br /> Recommendation — We recommend that the City review applicable statutes and bid <br /> procedures to ensure future compliance. <br /> Management Response — There is no disagreement with the audit fmding. The City will <br /> review its procedures to ensure that certificates are obtained in the future. <br /> -4- <br />
