CASE #: & <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL FOR <br />TOWN CENTER 4TM ADDITION; <br /> CASE OF RAMSEY TOWN CENTER, LLC <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />The city is in receipt of a preliminary plat to plat one lot and one outlot located wittzin Town <br />Center. The subject property is located at the corner of Sunwood Drive and Peridot Street. <br /> <br />The ~bllowing items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Preliminary Plat <br />City StatYReview Letter dated June 11, 2004 <br /> <br />Notification: <br /> <br />In accordance with State Statute and City Code property owners within 700 feet were notified of <br />the preliminary plat. <br /> <br />Observations: <br /> <br />The preliminaw plat is proposing to plat one buildable lot and one outlot. Lot 1 is 1.23 acres in <br />size and is zoned TC-3. The property is bordered by Sunwood Drive to the south, Rhinestone to <br />the west, and 145th Street to the north. The City received a site plan .by Sharp and Associates to <br />develop a 43,168 square foot office building on Lot 1. The site plan will be reviewed by the <br />Planning Commission in conjunction with the preliminary plat. <br /> <br />City Code does not establish a minimum lot size in the TC-3 district, the site plan meets the lot <br />width and depth requirements. The preliminary plat is providing a 10 foot drainage and utility. <br />along the north and west plat boundary lines. The site plan submitted for the development of the <br />office building is showing a zero lot line setback along a portion of the northern plat boundary <br />line and parking stalls are being proposed along the western boundary line. It is the City's policy <br />to not have drainage and utility easements where buildings~ and parking lots are being <br />constructed. The City is not requiring the proposed l0 foot drainage and utility easements along <br />the north and west boundat-y lines. The preliminary plat should be revised accordingly. <br /> <br />The site plan is proposing to develop a two story building that will have a z~ro lot Ih~e setback <br />along Sunwood Drive. The preliminary plat for Sunwood Drive shows 9 feet fi'om the back of <br />curb to the property line. The streetscape plan that has been established for Sunwood Drive will <br />include boulevard trees and street lights within the sidewalk section. After review of the <br />streetscape plans for Sunwood Drive by the City's Public Works department, it was determined <br />that II feet will be needed from back of curb to the property line in order to allow for snow <br />removal equipment to safely operate between the buildings and the boulevard trees. This results" <br />in a need ~'or Sunwood Drive to provide 92 feet of right-of~wayl or a 2 foot drainage and utility <br />easement along the southern property line. There are two options to accommodate the additional <br />2 feet of right-of-way needed. 1) Keep the building design as is, with the zero lot line setback <br />and reduce the 60 foot rigt~t-of-way requirement along 145th Avenue by 2 feet, resulting in a 58 <br /> <br />13 <br /> <br /> <br />
