Consider Maintenance Options for Center Median in the Sweet Bay Ridge Development: Ratify the <br /> recommendation of the Public Works Committee to recommend that the City Council approve the prairie <br /> restoration option for the center median in Sweet Bay Ridge and direct staff to explore the condition of the <br /> irrigation system and if it is not viable,then to instead recommend the mulch option. <br /> 2. Removal of Abandoned Garage at 16600 Highway 47: Ratify the recommendation of the Public Works <br /> Committee to recommend that the City Council direct staff to advertise for proposals to remove the garage, <br /> advertise to sell the garage, and chose the most economical method from options listed in the staff report. <br /> 3. Review 2016 Temporary COR Concrete Pavement Repairs: Ratify the recommendation of the Public Works <br /> Committee's consensus for staff to explore the reason for the cracked concrete,conduct soil borings, and prepare a <br /> report of their findings and a recommendation. Then the Council can determine when to slate the project in the CIP <br /> and how to fund it. <br /> Purpose/Background: <br /> 1. Consider Maintenance Options for Center Median in the Sweet Bay Ridge Development: Public Works <br /> Superintendent Riemer reviewed the staff report,noting staff is seeking direction on the maintenance of the center <br /> median at the entrance to the Sweet Bay Ridge development located on 161 st Avenue, cast of Variolite Street. Staff <br /> reviewed several maintenance solution options and associated costs to remove the median, cap the water service, <br /> and repave the area($54,541);remove the landscaping, cap the water service, leave the curb, and pave the area <br /> ($32,300); or, contract with Prairie Restorations to create a native and pollinator friendly landscape in the median <br /> area($16,733)including three years of maintenance. Ratify the recommendation of the Public Works Committee to <br /> recommend that the City Council approve the prairie restoration option for the center median in Sweet Bay Ridge <br /> and direct staff to explore the condition of the irrigation system and if it is not viable,then to instead recommend <br /> the mulch option. <br /> 2.Removal of Abandoned Garage at 16600 Highway 47: Public Works Superintendent Riemer stated staff is <br /> seeking direction on removal of the abandoned garage located just west of the Rum River Hills Golf Course at <br /> 16600 St. Francis Boulevard. He explained this property was purchased in 2009 as part of the Pumpkin Patch that <br /> became the building site for Water Tower 93. Staff presented options for consideration: sell the structure to a <br /> private party; disassemble it and remove it from the site;hire a contractor to raze the building;Public Works raze <br /> the building; or, do nothing and wait until the property sells and the new buyer remove the building. Staff <br /> recommends advertising for proposals to remove the garage and compare that cost against the cost of having Public <br /> Works remove the building. Ratify the recommendation of the Public Works Committee to recommend that the <br /> City Council direct staff to advertise for proposals to remove the garage, advertise to sell the garage, and chose the <br /> most economical method from options listed in the staff report. <br /> 3. Review 2016 Temporary COR Concrete Pavement Repairs: City Engineer Westby reviewed the staff report and <br /> described the need for concrete repairs to streets within The COR.He displayed pictures of the streets and <br /> sidewalks requiring repair,noting areas of cracks, gaps,and voids. Staff is developing plans for permanent repairs <br /> but due to the significant costs and time to research necessary repairs and develop permanent repair plans that <br /> construction will not occur until 2017. It is recommended that temporary repair of the significant cracks and voids <br /> be made the week of July 18 by Reshetar Systems to assure safety of pedestrians and bicyclists,especially within <br /> the crosswalks. It is estimated these temporary repairs will cost$18,000. Ratify the recommendation of the Public <br /> Works Committee's consensus for staff to explore the reason for the cracked concrete,conduct soil borings,and <br /> prepare a report of their findings and a recommendation. Then the Council can determine when to slate the project <br />
