Councilmember Riley stated that he believes that this has already been talked about too much <br /> because this is nominal. He stated that staff works with this issue the most and therefore he <br /> would support their recommendation. <br /> Councilmember Johns stated that she is fine either way. She stated that she does like the <br /> combined fee that does not specify out the processing fee. <br /> Councilmember Williams stated that she would not want to create additional work for staff, <br /> noting that clearly they have put a lot of thought into this and would support their <br /> recommendation. <br /> City Administrator Ulrich stated that staff discussed this with the front end people that are <br /> actually taking applications and their thoughts on what would and would not create additional <br /> work. He stated that the recommendation as it stands makes things more uniform between the <br /> parks and municipal buildings while still remaining affordable for non-profits. <br /> Asst. City Administrator/Economic Development Manager Brama noted that it appears there is a <br /> split in the group and noted that while the intent was to place this on the Consent Agenda for a <br /> future meeting, perhaps this will be a case with additional information at the next case. <br /> Parks and Assistant Public Works Superintendent Riverblood noted that the intent was to create <br /> uniformity between the parks and municipal facilities in attempt to cover the costs. He asked if <br /> this is the consent of the Council to support the staff recommendation. <br /> Councilmember Kuzma stated that $10 does not cover the actual cost and therefore he would not <br /> support raising the cost. He stated that he would be fine bringing the costs in line with each <br /> other but would not want to raise the fee. He clarified that he would be fine with raising the rates <br /> of all categories with the exception of non-profits. <br /> City Administrator Ulrich noted that would be an easy adjustment to make. He noted that the <br /> intent is to have uniformity. <br /> It was the consensus of the Council to support making the fees uniform between the parks and <br /> municipal facilities, leaving the non-profit charge as $5. <br /> 2.03: Discussion Regarding the 2017-2018 Union Contract Negotiations for AFSCME, <br /> LELS-Patrol and LELS-Sergeant (Discussion Closed to the Public) <br /> City Administrator Ulrich stated that this is the first go round of contract negotiations for the <br /> three contracts and recommended that this going into closed session. <br /> Motion by Councilmember Riley, seconded by Councilmember Shryock, to go into closed <br /> session to discuss 2017-2018 Union contract negotiations for AFSCME, LELS-Patrol and LELS- <br /> Sergeant. <br /> City Council Work Session /July 26, 2016 <br /> Page 5 of 6 <br />
