Observations: Streets proposed to receive sealcoat improvements under Division Al of the 2016 Street Maintenance Program were selected by City staff based on various criteria including their Pavement and Surface Evaluation Rating (PASER),previous maintenance histories,project scope,and other less tangible criteria. Similar to the first sealcoat project awarded to Pearson Bros.,Inc.,Dresser trap rock was bid with this project meaning all streets will receive Dresser trap rock as part of the 2016 crackseal and sealcoat program in lieu of granite rock chips,the City's previous sealcoat rock standard. Staff will evaluate the performance of Dresser trap rock over a number of years to determine which sealcoat rock works best and should therefore be specified on future sealcoat projects. Work is proposed to commence in August with completion occurring no later than September 2nd. Alternatives: Alternative 41 -Motion to adopt Resolution 416-07-133 accepting bids and awarding a construction contract for Improvement Project 916-00 Division Al, Crackseal and Sealcoat Improvements. Alternative 92 -Motion to deny adoption of Resolution 416-07-133 at this time. Funding Source: The Engineer's estimate for the proposed improvements is$217,378 which includes 14%indirect costs for administrative,engineering,legal and financing. A total of$500,000 was budgeted in the General Fund for 2016 crackseal and sealcoat improvements. If bid results are such that the budgeted amount of$500,000 is not sufficient to complete all of the work proposed under Division Al, staff will recommend removing some of the proposed street mileage. Conversely, if bid results are such that some of the$500,000 remains unspent, additional spray patching work can be completed this year per direction of the Public Works Superintendent to augment this spring's spray patching program. A recommendation will be provided once bids are opened on July 22nd. No special assessments are proposed to fund any of this work.
