5.02: _Consider Preliminary Plat Approval for The Station; Case of D R Horton (Project <br /> No. 16-09) <br /> Public Hearing <br /> Vice Chairperson Bauer called the public hearing to order at 7:06 p.m. <br /> Presentation <br /> Community Development Director Gladhill presented the staff report stating the City has <br /> received an Application for Preliminary Plat Approval for a 77-unit townhome development <br /> located in The COR. This plat was originally approved in 2006 as Ramsey Town Center 6th <br /> Addition, with minor modifications. Staff discussed the request further and recommended <br /> approval of the Preliminary Plat, contingent upon compliance with the Staff Review Letter. <br /> Citizen Input <br /> Commissioner VanScoy asked if the same level of density was previously approved by the City. <br /> Community Development Director Gladhill explained the same level of density was previously <br /> approved. <br /> Commissioner VanScoy questioned if this phase of the development was consistent with Phase I. <br /> Community Development Director Gladhill believed this to be the case. He indicated The COR <br /> was the most densely populated portion of the City. <br /> Vice Chairperson Bauer indicated the Preliminary Plat review would be the Commission's only <br /> chance to provide comments on this proposal. <br /> Commissioner Brauer inquired if the City had any record of the previous plat. <br /> Community Development Director Gladhill indicated staff does have record of the previous plat. <br /> This information was not provided to the Planning Commission to avoid confusion. He was <br /> willing to provide this documentation to the Commission if desired. <br /> Commissioner Andrusko asked if the City had a cost-share policy in place for infrastructure <br /> improvements. <br /> Community Development Director Gladhill stated this would be worked through with the City <br /> Administrator and the Finance Director. He indicated there were a number of agreements <br /> previously in place with general parameters. He reported the City Council would be working <br /> through this issue with the developer. <br /> Mike Surell, 20860 Cambridge.Court with D.R. Horton, explained he has conducted a number of <br /> developments with the City. He discussed how the housing market had been impacted in 2007 <br /> Planning Commission/April 7,2016 <br /> Page 3 of 14 <br />
