Cotmcihnember Elvig inquired if the City would be able to back off of any of the building codes
as they stand to reduce costs in lieu of putting sprinklers in. He noted the fire walls are an
expensive feature.

Fire Code Director Streich replied the City may be able to reduce access or look at hydrant
spacing, but they cannot reduce any of the standards inside the buildings.

Mayor Gamec commented insurance companies look at things such as the availability of
hydrants, and changing that spacing would just be a trade in dollars.

Public Works Director Kapler noted currently any buildings with multi-dwellings are required to
have the access paved within 150 feet of every part of the building. This requirement has been
waived for a building that was totally sprinklered. They would have to be careful with this and
look at it on a case by case basis.

Councilmember Elvig suggested something be put together for the developers to put a positive
light on this for their buyers.

Councihnenlber Cook commented this is very similar to a few years back when they started
putting airbags into cars, and everyone complained they would have to spend extra money. They
now advertise cars and talk about the side airbags and it is a positive thing. This is just a new
standard and they have to get past it.

Mayor Gamec noted the consensus of the Council appears to be to introduce this ordinance. This
can still be considered after it is introduced, and they may receive more input.

Public Works Director Kapler stated if this ordinance is going to be placed out there hazily with
things continued to be looked into, staff has not done their job.

Mayor Gamec explained he is not on the fence with this, but there may be some other questions
that come up.

The consensus of the City Council was to direct staff to proceed with the introduction of
Ordinance (Special Fire Protection Systems) to Include Chapter 1306 to the Minnesota Building
Code.

MAYOR AND COUNCIL

Nolle.

ADJOURNMENT

Motion by Councilmember Cook, seconded by Councilmember Zimmerman, to adjourn the
meeting.

City Council Work Session/May 25, 2004
