He asked if this has been reviewed by police and fire. <br />Community Development Director Gladhill stated that is where the discussion came about in that <br />although the connection could not be provided through this development, it should be reserved. <br />He stated that everyone is comfortable in reserving the corridor. <br />Acting Chairperson VanScoy stated that he would support reserving the corridor and would also <br />support an emergency access. <br />Commissioner Brauer stated that he spoke with people in Ely tonight that have only one access <br />that is blocked and therefore emergency vehicles cannot get in or out to help those people. He <br />did not want to see an area like that created in Ramsey, where it could be difficult to get <br />emergency services in or out. He stated that this is an example of stewardship that stands out in <br />the City and commended the property owner for that. <br />Motion by Acting Chairperson VanScoy, seconded by Commissioner Nosan, to recommend that <br />the City Council adopt the policy statements as stated in the staff report. <br />Motion Carried. Voting Yes: Acting Chairperson VanScoy, Commissioners Nosan, Andrusko, <br />Brauer, and Maul. Voting No: None. Absent: Chairperson Levine and Commissioner Bauer. <br />Acting Chairperson VanScoy called the meeting back to order at 9:05 <br />5.06: PUBLIC HEARING: Consider Ordinance #16-17 Opting Out of Temporary Family <br />Health Care Dwelling Statute (Project No. 16-67) <br />Presentation <br />Community Development Director Gladhill presented the staff report stating a bill creating a new <br />process for local governments to permit landowners to place mobile residential dwellings on <br />their property to serve as a temporary family dwelling, was signed into law by Gov. Dayton on <br />May 12. The main stated motivation behind the new law is to provide transitional housing for <br />seniors. The law has a broader effect than that, however, with anyone who needs assistance with <br />two or more "instrumental activities of daily life" for mental or physical reasons eligible to be <br />housed in this manner. <br />The final act has the following key components: <br />Planning Commission/July 21, 2016 <br />Page 13 of 20 <br />
