Voting No: ~Oneo Motion by Councilmember Sorteberg and seconded by Councilmember Cox directing Commissioner Raatikka to vote in favor of the resolution relating to legal defense and indemnification of officers, commissioners and alternate commissioners of the Lower Rum River Water Management Organization provided insurance benefits are established. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, DeLuca and Pearson. Voting No: None. Council recessed at 8:50 p.m. Mayor Reimann called the meeting back to order at 9:06 p.m. Case ~7: Report On Land Values I~ Th~ Area Of Highway ~10 And West Of Sunfish Lake Blvd. And Action on Condemnation Of Land For Road Mr. Goodrich presented Council with copies of two letters addressed to him from Winslow and Corrine Holasek and Edward and Lora Hamilton dated October 29, 1987 and from Todd and Randy Blofson dated November 4, 1987. Mr. Goodrich noted that Mr. Holasek is concerned that Council did not receive copies of these letters prior to tonight's meeting. Mr. Goodrich stated that per Council direction, he has been gathering information on the sales data of land in Riverside West. On Thursday~ November 5, he met with Councilmember Cox and the appraisor hired by the City to discuss the process used in appraising land values south of Hwy. ~10. At that time, he provided Councilmember Cox with a copy of only the Holasek/Hamilton letter as he had not yet received the Elofson letter. On Tuesday, November 10, he met with Councilmember Cox again and provided him with a copy of the Elofson letter at that time. Mr. Goodrich read both letters aloud. Mr. Goodrich provided Council with a pict map of Riverside West indicating recent property transfers and the per acre selling price as follows: Block 1, Lot 1 - $37,931; Block 3, Lot 3 - $17,543; Block 3, Lot 4 - $9,649; Block 3, Lot 5 - $8,770; Block 5, Lot 2 - $18,500 Councilmember Cox noted that the average per acre cost, excluding Lots 4 and 5 of Block 3 (because there is an obvious situation that exlsted), is $23,000+ but that these lots are improved with storm sewer and blacktop streets (for which right-of-way was donated). Councitmember Cox referred to the Ho!asek/Eamilton letter and made the following comments: disagrees that his comments influence the other councilmembers; bringing up past policy regarding purchasing of right-of-way was a responsible act on his part; the major benefit of the proposed Front Street is to properties south of Hwy. ~-I0 and will be used very little by that part of the City located north of the railroad tracks. Councilmember Cox listed some of the major projects for which righ~-of-way was donated and stated that if righ~-of-way is purchased in this case, then the City should reimburse all persons who City Council/November 10, i987 Page 8 of 12
