Re~ulatlons And Zonin~ Districts For Keeping <br /> Wild Animals~ <br /> <br />City Attorney Goodrich noted written comments received from Tom Guyer <br />regarding the proposed amendment to City Code proposing regulations for <br />keeping wild animals. Mr. Goodrich stated that Mr. Guyer is concerned that <br />adoption of this ordinance would be a duplication of State requirements. <br />DNR has a game farm licensing procedure for the protection or breeding of <br />game animals; Ramsey's proposed ordinance would not be a duplication ~s it <br />would address persons who wish to maintain a. wild animal on their property <br />that is not for breeding and selling purposes. <br /> <br />Length discussion ensued regarding the size of lot that should be required <br />in order to maintaina wild animal. <br /> <br />The Commission revised the ordinance draft as follows: <br /> <br />Page 4 - Item (2)(a) - Should read as follows: ~Tbe ~keeping of wild <br />animals shall be allowed only as a conditional use in any zoning <br />district.' <br /> <br /> Page 4 - Item (2)(b) - Should read as follows: ~The lot on which a <br /> wild animal is kept shall be at least 2.5 acres in size.' <br /> <br /> Page 4 - Item (1) - Should read as follows: 'The lot on which a wild <br /> animal is kept shall be maintained in a clean, sanitary and neat <br /> manner in accordance with the conditions of the permit.' <br /> <br />Commissioner Shuzm-ay stated that he feels screening the activity from side <br />and rear yards was not necessary as proposed in the ordinance; that <br />screening from private surrpunding properties could be addressed on a case- <br />by-case basis. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Hendriksen <br />to amend Item (2)(e) on Page 5 of the proposed ordinance as follows: 'The <br />activity areas in which a wild animal is handled shall be screened or <br />landscaped in such a manner as to prevent them from being visible at any <br />time of the year from the road right-of-way and public properties.' <br /> <br />Further Discussion: Mr. Goodrich interpreted the motion as meaning that <br />additional screening may be required of the applicant.
