Schedulin~ Of SPecial Meeting: Because of the policy not to address any new business after lO:O0 p.m and in fairness to those present in the audience waiting for their cases to be addressed, the Commission announced that Cases 5 through $.B would be addressed at a subsequent meeting. The Commission scheduled a special meeting for Monday, November 9 at 7:30 p.m. C, ase ~ ~onsider Amendment To Cha~ter 110 Of The City Code Establishin? Re~ulatlons And Zonin~ Districts For Keeping Wild Animals~ City Attorney Goodrich noted written comments received from Tom Guyer regarding the proposed amendment to City Code proposing regulations for keeping wild animals. Mr. Goodrich stated that Mr. Guyer is concerned that adoption of this ordinance would be a duplication of State requirements. DNR has a game farm licensing procedure for the protection or breeding of game animals; Ramsey's proposed ordinance would not be a duplication ~s it would address persons who wish to maintain a. wild animal on their property that is not for breeding and selling purposes. Length discussion ensued regarding the size of lot that should be required in order to maintaina wild animal. The Commission revised the ordinance draft as follows: Page 4 - Item (2)(a) - Should read as follows: ~Tbe ~keeping of wild animals shall be allowed only as a conditional use in any zoning district.' Page 4 - Item (2)(b) - Should read as follows: ~The lot on which a wild animal is kept shall be at least 2.5 acres in size.' Page 4 - Item (1) - Should read as follows: 'The lot on which a wild animal is kept shall be maintained in a clean, sanitary and neat manner in accordance with the conditions of the permit.' Commissioner Shuzm-ay stated that he feels screening the activity from side and rear yards was not necessary as proposed in the ordinance; that screening from private surrpunding properties could be addressed on a case- by-case basis. Motion by Commissioner Shumway and seconded by Commissioner Hendriksen to amend Item (2)(e) on Page 5 of the proposed ordinance as follows: 'The activity areas in which a wild animal is handled shall be screened or landscaped in such a manner as to prevent them from being visible at any time of the year from the road right-of-way and public properties.' Further Discussion: Mr. Goodrich interpreted the motion as meaning that additional screening may be required of the applicant.
