PROPOSED FIIfDINGS OF FACT <br /> CONDITION~J~ USE PERMIT <br /> MS. MARY ELLEN WALSH <br /> <br />That Ms. Mary Ellen Walsh, hereinafter referred to as "Applicant", has <br />properly applied for a conditional use permit to sell handcrafted items <br />and collectibles from her home in the R-iR Rural Residential District. <br /> <br />That the Applicant appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D of the <br />Ramsey City Code on July 7, 1987 and that said public hearing was <br />properly advertised and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings by reference. <br /> <br />That the subject property is generally known as 15800 Nowthen Blvd. <br />N.W. and is legally described as follows: <br /> <br />Ail that part of the Southwest Quarter of the Southwest Quarter of <br />Section 14, Township 32, Range 25, Anoka County, Minnesota, which lies <br />Southerly of a line which bears North 89 degrees 42 minutes 50 seconds <br />East from a point on the West line of said Southwest Quarter of the <br />Southwest Quarter distant 690 feet North of the Southwest corner <br />thereof; (for the purposes of this description the West line of said <br />Southwest Quarter of the Southwest Quarter is assumed to bear North 0 <br />degrees 21 minutes 00 seconds East) and Westerly of the following <br />described line: Commencing at the Southwest corner of said Southwest <br />Quarter of the Southwest Quarter; thence North 89 degrees 59 minutes <br />06 seconds East along the South line of said Southwest Quarter of the <br />Southwest Quarter a distance of 1,321.61 feet to a point on the center <br />line of County State Aid Highway No. 5 as now laid out and travelled, <br />said point being the point of beginning of the line to be described; <br />thence North 23 degrees 19 minutes 48 seconds West along said center <br />line a distance of 614.76 feet; thence on a spiral curve concave to <br />the Southwest having a central angle of 7 degrees 30 minutes and a <br />length of 300 feet for a distance of 300 feet and there <br />terminating. <br /> <br />Excepting from the above the South 345 feet thereof. <br /> <br />Subject to an easement for County State Aid Highway No. 5 over the <br />Easterly 60 feet thereof. <br /> <br />Subject to any existing easements, covenants, restrictions or <br />reservations. <br /> <br />The subject property is located in the R-iR Rural Residential District <br />and is approximately 8.5 acres in size. <br /> <br />That the Applicant is requesting a conditional use permit to sell <br />handcrafted items and collectibles on the subject property. <br /> <br />That retail sales is not a permitted use in the R-iR Residential <br />District. <br /> <br />7. That the adjacent properties are also zoned R-iR Rural Residential. <br /> <br />8. That there are no other similar permitted conditional uses in the City. <br /> <br /> <br />
