PROPOSED FIIfDINGS OF FACT CONDITION~J~ USE PERMIT MS. MARY ELLEN WALSH That Ms. Mary Ellen Walsh, hereinafter referred to as "Applicant", has properly applied for a conditional use permit to sell handcrafted items and collectibles from her home in the R-iR Rural Residential District. That the Applicant appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to Section 170.013D of the Ramsey City Code on July 7, 1987 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. That the subject property is generally known as 15800 Nowthen Blvd. N.W. and is legally described as follows: Ail that part of the Southwest Quarter of the Southwest Quarter of Section 14, Township 32, Range 25, Anoka County, Minnesota, which lies Southerly of a line which bears North 89 degrees 42 minutes 50 seconds East from a point on the West line of said Southwest Quarter of the Southwest Quarter distant 690 feet North of the Southwest corner thereof; (for the purposes of this description the West line of said Southwest Quarter of the Southwest Quarter is assumed to bear North 0 degrees 21 minutes 00 seconds East) and Westerly of the following described line: Commencing at the Southwest corner of said Southwest Quarter of the Southwest Quarter; thence North 89 degrees 59 minutes 06 seconds East along the South line of said Southwest Quarter of the Southwest Quarter a distance of 1,321.61 feet to a point on the center line of County State Aid Highway No. 5 as now laid out and travelled, said point being the point of beginning of the line to be described; thence North 23 degrees 19 minutes 48 seconds West along said center line a distance of 614.76 feet; thence on a spiral curve concave to the Southwest having a central angle of 7 degrees 30 minutes and a length of 300 feet for a distance of 300 feet and there terminating. Excepting from the above the South 345 feet thereof. Subject to an easement for County State Aid Highway No. 5 over the Easterly 60 feet thereof. Subject to any existing easements, covenants, restrictions or reservations. The subject property is located in the R-iR Rural Residential District and is approximately 8.5 acres in size. That the Applicant is requesting a conditional use permit to sell handcrafted items and collectibles on the subject property. That retail sales is not a permitted use in the R-iR Residential District. 7. That the adjacent properties are also zoned R-iR Rural Residential. 8. That there are no other similar permitted conditional uses in the City.
