Hakanson
Anderson
Assoc., Inc.

Engineers, Surveyors &
Landscape Architects

March 17, 1987

Ms. Anne Norris
Members of Planning and Zoning Commission
City of Ramsey
15153 Nowthen Blvd.
Ramsey, MN 55303

Re: Review of Barton's Sand & Gravel Application

We have been requested to review the application of Barton.Sand and
Gravel for an asphalt operation and to assess the impacts on present
airport operations.

Based on our review of the applicant's conditional use permit appli-
cation, we find the following:

1)

The proposed heights of silos illustrated in the applicant's cross
sections is 66' located at a ground elevation of 875'. The pro-
posed silos fall within the existing 20:1 approach surface. As
proposed, the silos would penetrate the approach surface by
approximately 3.5'. The silos would, thus, be an obstruction for
existing airport operations.

2)

Proposed perimeter screening materials for the operation are picea
and pinus species. Mature heights of these are generally in the
60-75' range for picea and 45-55' for pinus species. It is pro-
posed by the applicant ~o plant screenln~ ~aterial on a berm a!eng
the north side of CSAH 116 at elevations ranging from 880 to 895.
While this would not pose an immediate problem to airport opera-
tions, (assuming the initial height of materials to be six to
eight feet), the proposed plantings would penetrate the existing
approach surface after reaching approximately 30-35' in height.
The plant screen is proposed for the entire width of the approach
zone. All material penetrating the existing approach path would
be an obstruction, and would require topping the trees to maintain
them at a height below the approach path. This is generally an
undesireable horticulture practice, particularly with conifers due
to disfiguration of the trees.

3)

The proposed operation potentially may emit dust and/or steam in
sufficient quantities so as to be a hazard to safe flight opera-
tions.

222 Monroe Street
Anoka, Minnesota 55303

612/427-5860

Eugene J.
