Mr. <br />Muller was to take some time to reconsider City participation in the <br />project. <br /> <br />Mr. Muller stated that he has reviewed the time frames involved with tax <br />incr~nent financing, he can work within those time frames and continues to <br />desire city participation in the form of tax increment financing. <br /> <br />Council consensus is that city participation in the form of tax increment <br />financing is intended. <br /> <br />Ca~ %3.' Reg_uest For Mn/DoT Funding For Trunk Storm Sewer: <br /> <br />Mr. Raatikka stated that Council has ordered plans and specs for trunk <br />sewer from ~wy. #10 to the Mississippi River; the preliminary plans have <br />been submitted to Mn/DoT for their review; final plans must also be <br />submitted along with a resolution requesting participation in the cost of <br />the improvements. <br /> <br />Councilmember Cox expressed concern with the cost of the proposed <br />improvements and suggested that alternative plans for the improvements be <br />researched that would utilize swailing methods in the vicinity of the <br />Schwartzman property. <br /> <br />Mr. Raatikka pointed out that the excavation and additional amount of pipe <br />that would be needed across the Schwartzman property would amount to <br />another $100,000. <br /> <br />Mr. Hartley stated that Mr. Huseby is willing to draw up a new agreement <br />with the County whereby those parcels adjacent to E~. #10 that have been <br />deeded to the County w~uld go back to Ramsey for commercial development <br />purposes in exchange for certain property located adjacent to the existing <br />County Regional Park area to be used for expansion of that park area. <br />Those parcels along Hwy. ~10 are /mportant to the continuity of Ramsey's <br />commercial develofmmnt and a service road along Hw;y. ~10. This agreement <br />would also accommodate Ramsey's proposed storm sewer improvements. <br /> <br />Council consensus was that the exchange is reasonable, the County should <br />pay for the road and the road should not be developed adjacent to Hwy. #10 <br />but rather between the open space and the commercial property to extend <br />directly from Traprock Street N.W. to Riverdale Road N.W. for safety <br />reasons. <br /> March 31, 1987 <br /> <br />Page 4 of 9 <br /> <br /> <br />
