CASR ~2 ~ <br /> <br /> IU~QUEST FOR CONDITIONAL USR PE~IT TO ~XTRACT <br /> AGGREGATES AND ESTABLISR A BITUHINOOS ASPHALT <br /> PLANT IN Tll~ I-1 INDUSTRIAL DISTRICT; <br /> CASE OF BARTON SAND AND GRAVEL CONI~ANY <br />By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Barton Sand and Gravel Company is requesting a conditional use permit to <br />~xtract aggregates and establish a commercial bituminous asphalt plant on the <br />78 acre parcel located north of County Road #116, east of Ramsey Blvd. NW, and <br />south of 149th Avenue NW. Barton Sand and Gravel Company is proposing to <br />excavate aggregates from the western 38 acres of this site. Once the <br />aggregates are extracted, Barton is proposing to construct the asphalt <br />operation on the southeast portion of the western area. The eastern portion of <br />the property is marshy and contains a protected wetland. The proposed plan <br />shows access to the site from both County Road ~116 and Ramsey Blvd. KW. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Site location map <br />b) Application and information packet <br />c) Letter dated March 17, 1987 from Merland Otto <br /> d) Letter dated March 30, 1987 from Mr. John Stine, DNR <br /> e) Proposed findings of fact <br /> <br />A draft conditional use permit agreement will be available at the meeting. <br /> <br />Observations: <br /> <br />The subject property is located in the I-1 Industrial District. However, <br />residential development abutts the property along the northern border. The <br />extracting of aggregates, while it may be noisy, would be temporary in nature <br />and would not be permanently detrimental to the residential area. Rowever, the <br />asphalt operation would create additional traffic and noise. <br /> <br />As you recall, the Commission tabled action on this request at the request of <br />Mr. Gary Saner, President of Barton Sand and Gravel Company. <br /> <br />The Ramsey Airport Commission reviewed Barton's proposal and forwarded their <br />opposition to the request because: <br /> <br />a. The proposed use conflicts with the current City Comprehensive Plan; <br />b. The proposed use is adjacent to a residential neighborhood; <br />c. The proposed use will create excessive noise, traffic, smoke, fumes <br /> and odor; <br />d. The proposed use will impact Gateway North Airport; and <br />e. The City is currently in the process of enacting an airport zoning <br /> ordinance which pertains to all of the above. <br /> <br />Recommendation: <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend adoption of findings of fact relating to Barton Sand and Gravel <br />Company's request for a conditional use permit. <br /> <br /> <br />
