Introduction <br /> <br />This study ~as undertaken by the cities of Anoka, Champlin and Coon Rapids, <br />~ith assistance from the Rtnnesota Deparment 'of Transportation (Mn/DOT) in an <br />effort to better define the travel characteristics of ~otorists usin8 the TH <br />169 (Ferry St.) bridga. Community .leaders in these cities requested this data <br />be attained to assist in the decision process currently undertaken by the North <br />Hetro Travel Task Force~ i.e., to determine the best solution to the existing <br />and projected traffic congestion in the vicinity of the bridge. <br /> <br />Survey Techni~e <br /> <br />The data needed to anser the questions 'raised by the task force included trip <br />purpose, origin and destination, bridge usage (both frequency and time of day), <br />and an attitude survey. A~ternatives of study considered included: l) <br />license plate survey, 2) telephone intervie~, 3) roadside intervie~, 4) <br />questionnaire survey. The questionnaire survey ~as selected as being the most <br />cost/time effective method vhich you, d satisfy the data collection objectives. <br /> <br />To capture an accurate cross section of trips on the bridge questionnaires were <br />distributed in both northbound and southbound directions during each of the <br />following times: 1) ~eek day, AM peak period, 2) week day, mid-day, 3) ~eek <br />day, PM peak period, 4) week end, mid-day. For each time in each direction 200 <br />questionnaires were distributed, thus, 1600 questionnaires were distributed. A <br />copy of the questionnaire is in the Appendix. <br /> <br />Approximate times of distribution of the questionnaire were: [) AM peak, 6:30 <br />AH to 7:00 AM, 2) mid-day, l:O0 PH to 2:00 PM, 3) PM peak, 4:00 PM to 4:30 PM. <br />Prior to the start of distribution activities a 'survey crew' sign ~as placed <br />adjacent the roadway approximately 500t upstre~ from the distribution site. <br />Existing signal systems were used to stop traffic thus providing a relatively <br />safe environment for workers. <br /> <br />Surve7 Results <br /> <br />On the next page is the data summary tabulation for the survey. Note that no <br />response is coded as "-'. Zero percentage (0) indicates less than 1/2I <br />response. <br /> <br />Res, Its are coded by distribution 8roup, i.e., A1 is Northbound AH, A2 is <br />Northbound mid-day, A3 is Northbound PH, A is Northbound mid-day weekend, C1 is <br />Southbound AH, etc. The aggregate column represents unadjusted accumutated <br />response of all data groups. The weekday aggregate (normalized) column is the <br />result of a nomalization technique rich respect to time of day and hourly <br />distribution of traffic. A discussion of this technique follows. <br /> <br /> <br />
