~e Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, March 3, 1987 at the Ramsey Municipal Center, 15153 No. then Blvd. <br />N.W., Ramsey, Minnesota regarding Barton Sand and Gravel C~y's request <br />for a conditiorml use permit to extract aggregates and establish bit~dnous <br />aslahalt operations in the I-1 Industrial District. <br /> <br />M~mbers Present: <br /> <br />Mr. Ken Peterson, Chairman <br /> <br />Mr. Ben <br />Mr. Gerald Zinmerman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br /> <br />Cammmity Develolmmnt Director mine Norris <br /> <br />Chairman Peterson called the public hearing to order at 8:18 p.m. <br /> <br />~ITIZEN INPUT <br /> <br />Gary Sauer, c~ner of Barton Sand and Gravel, was present and stated that <br />his request is to do aggregate re~ovals and construct an asphalt plant at <br />the oorner of Industry Avenue and Ramsey Blvd. <br /> <br />Don Gbernolte, consulting engineer for Bart(~ Sand and Gravel, stated that <br />Bart~ Sand and Gravel owns a 78 acre p~roel; 40 acres would be used for <br />asphalt production operations and the eastern 38 acres would remain <br />unchanged. Mr. (~ernolte presented numerous layouts indicating accesses, <br />drainage, grading, bering, screening, etc. related to the extraction and <br />asphalt production operation. <br /> <br />Gary Sauer stated that Barton has been in business since 1946 and has <br />developed a large clientelle of most of the contractors in the State. <br />Bart~ has plants in Burnsville, South St. Paul, Maple Grove, Scandia <br />and the former H&S Asphalt site. Barton's operations are controlled by <br />Minnesota Pollution Control Agency and the Federal Environmental Pollution <br />Agency. Barton's basic operation would be to re~ove parts of the product <br />found on the property and the balance of the product will be brought in <br />from Elk River. Mr. Sauer noted that City f~gineer Paatikka is concerned <br />with the possible conflict between an asphalt plant and the proposed <br />improvements to Gateway North Airport and the increase in traffic. Mr. <br />Sauer stated that the operation would not create any more traffic than they <br />currently are at their existing location 2 miles east.
