It is a major
conoern and should be addressed. It is P&~. and City Council responsibility
to see that no developaent decreases surrounding h~e values.

Gary Sauer replied that no market studies have been done.

Cxmm~[ssioner Dee~er stated that the subject land has been zoned Industrial
for many years; he used to develop h~mes in that area and he told customers
that their properties would be adjacent to industrially zoned property.

Gary Sauer stated that when any kind of develoRment is proposed to take
place near any of Barton's location, they attend hearings to be sure people
know they would be located next to a gravel pit that may have mining and
as~t production operations at s~me time.

Vic Bunis - Stated that he has lived in Ramsey s~ne e{,~ and was never told
that the adjacent property was zoned Industrial which is ignorance on his
part, bat there can also be a big difference between ~ tyre of industrial
application versus another. It seems like Gary Sauer and the Commission
are saying the property is zoned Industrial and it's too bad if the people
don't like it. If an aslahalt plant is a perm{tted use, why is Gary Sauer
requesting a conditional use permit.

Ms. Norris explained that any excavating and grading requires a conditional
use permit; Mr. Sauer's proposed use is more intense than what City Code
allows; it is not a foregone conclusion that Mr. Sauer's request will be
approved.
P&Z Public Hearincj/March 3, 1987

~4of6
