1. That Mr. Gary Ostlund, hereinafter referred to as "Applicant", has <br />applied for a conditional use permit to operate an electrical contracting <br />business fr~m his own ~ in the R1-R l~ural Besidential District. <br /> <br />2. That the Applicant has appeared before the Planning and Zoning <br />Cc~mission for a lmblic hearin~ pursuant to Section 170.013D of the City <br />Code off April 7,1987 and that said public hearin~ was properly advertised <br />and minutes of that public hearing are hereby incorporated by reference. <br /> <br />3. That the property which is the subject of the applicatio~ is located at <br />14290 Alpaca Street N.W., which property is legally described as follows: <br /> <br />Lot 5, Block 1, Alpaca Estates, 2nd Additi~, <br />Anoka County, Minnescta <br /> <br />4. That the subject parcel is approximately 2.5 acres in size and is <br />located in the R1-R Rural Residential District. <br /> <br />5. That an electrical contracting business is not a permitted use in the <br />R1-R l~ural Residential District. <br /> <br />6. That the adjacent properties are zoned and used for single family <br />residential development. <br /> <br />7. That the Applicant is proposing to operate his contracting business <br />from the subject parcel and has stated that he is currently storing <br />materials for this business in the garage at that property and is currently <br />storing two vehicles for the business o~ the subject property. <br /> <br />8. That the proposed contracting business will increase traffic to the <br /> subject property. <br /> <br />9. That the proposed contracting business will be detrimental to persons <br />living in the vicinity of the use as that is not a consistent use with the <br />residential zoning. <br /> <br />10. That the proposed contracting business will substantially adversely <br />impair the use and enjoyment of surrounding properties as it is not <br />consistent with the residential intent of the zone. <br /> <br />11. That the proposed contracting business will not be harmonious with and <br />in accordance with specific objectives of the City's Om~prehensive Plan. <br /> <br />12. That the proposed contracting business will be disturbing to existing <br />and future neighboring residential uses. <br /> <br />13. That the proposed contracting business will not be a substantial <br />improvement to property in the immediate vicinity. <br /> <br />14. That the proposed contracting use will be adequately served by <br />essential public services. <br /> <br /> <br />
