1. That Ms. Debra Dubois, hereinafter referred to as "Applicant" has <br />properly applied for a conditional use permit to operate a beauty salon <br />fr~ her home in the R1-R Rural Besidential District. <br /> <br />2. That the Applicant appeared before the Planning and Zoning Commission <br />for a public hearing pursuant to Section 170.013D of the Ramsey City Code <br />on April 7, 1987 amd that said public hearing was lxoperly advertised and <br />minutes of said public hearing are hereby incorporated by reference. <br /> <br />3. That the property which is the subject of the application is located at <br />15030 Willemite Street N.W. and is legally described as foll~s: <br /> <br />Lot 2, Block 4, Greenland Hills, Anoka County, Minnesota <br /> <br />4. That the subject property is approximately 1 acre in size and is <br />located in the R1-R Rural Residential District. <br /> <br />5. That beauty salons are not permitted uses in the R1-R Residential <br />District. · <br /> <br />6. That the adjoining properties are zoned and used for single family <br />residential develolm~_nt. <br /> <br />7. That there are other similar permitted conditional uses in the City. <br /> <br />8. That the proposed beauty salon will not be unduly dangerous or <br />detrimental to persons living in the area. <br /> <br />9. That the proposed beauty salon will not substantially impair the use or <br />enjoyment of surrounding properties. <br /> <br />10. That the proposed beauty salon will be not be detrimental to the <br />specific objectives of the City's Comprehensive Plan. <br /> <br />11. That the proposed beauty salon will be operated and maintained so as to <br />be harmonious with the existing character of the residential district. <br /> <br />12. That the proposed beauty salon will not be disturbing to neighboring <br />uses. <br /> <br />13. That the proposed beauty salon will be adequately served by essential <br />public facilities. <br /> <br />14. That the proposed beauty salon will not create excessive additional <br />requirements for public facilities. <br /> <br />15. That the proposed use will not involve uses or activities that will be <br />detrimental to the general welfare. <br /> <br />16. That the proposed beauty salon shall be conducted from the principal <br />structure. <br /> <br /> <br />
