Councilm~mber DeLuca stated that there will be a certain amount of activity
taking place in Ramsey and there needs to be a u%ified stance. The Hickman
situation was a mess fro~ the very start and Council was left with a
situation of trying to smooth things over. After the fact, it is better to
negotiate and save the City fr~n bad publicity. Ramsey's potential is great
and Council, P&Z and commissions do have to have a unified development
strategy for the City.

Councilmember Cox stated that he didn't enjoy trying to resolve the ~ickman
case and P&Z's displeasure is out of line. Councilmember Cox stated that
he was not trying to circumvent any process; he was trying to get the
problems resolved without it ending up on the front page of the
newspapers.

Mr. ~endriksen stated that as the Hickman situation was developing, Mr.
Deemer consistently brought it up for discussion and noted problems
developing. Mr. ~endriksen stated that he feels Council is executing the
bearer of bad tidings; that [{ickman created the situation and Mr. Dee~er is
being used as the fall guy.

Mayor Reimann stated that when the terms of commission members approach
expiration, Council has the authority to either reappoint or change
membership. Changes of the guard are not unc(~mon. Mayor Reimann stated
that he is on the Council and he has the right and prerogative to not be in
favor ~f a reappointment; Council can change all the memberships on all of
the c(~missions.

Mr. Zi~merman stated that that kind of action would not make for good
government.

Mr. Peterson stated that because Council is an elected body, it does not
give them an insight to truth and knowledge; advisory commissions are there
for a purpose. Mr. Peterson inquired if Council really studies their
agendas and understands the issues involved.

Councilm~mber Cox stated that his decision about Mr. ~--ner had nothing to
do with Plants and Things and nobody is saying that Council is going to
operate without advisory commissions. Councilmember Cox added that he does
study the agendas.

Mr. Peterson referred to another productive joint meeting in which pole
buildings were discussed and there was a combined consensus as to how pole
buildings would be dealt with. Now Council has decided how home
occupations will be handled with no discussion of the issue with other
cc~missions. Policy issues need to be discussed and not dictated.

Mayor Reimann stated that policies are reflected in Council's voting
reoord.

Mr. Peterson stated that at least with conditional use permits for home
occupations the City would have more legal control than it does with the
person who is operating illegally in a residential district. Now that the
citizens know Council's policy to discourage hc~e occupations, the citizens
Joint City Council-Planning & Zoning/February 17, 1987
