DSTATE OF

EPARTMENT OF NATURAL RESOURCES

PHONENO. 612/295-7523 1200 Warner Rd., St. Paul, MN. 55106 FILENO.

March 3, 1987

Ms. Anne Norris
City of Ramsey
15153 Nowthen Blvd. NW
Ramsey, MN. 55303

Dear Ms. Norris:

RE: L & G REHBEIN EXCAVATION - NORTHFORK PROPERTY NEAR ITASCALAKE
(2-110)

I have reviewed the plans you provided regarding the above referenced
project. The project does not involve any work within protected
waters or wetlands; therefore a DNR permit for such work (as required
by M.S. §105.42) is not required. The project will involve work below
the water table and dewatering in excess of 10,000 gallons per day or
1 million gallons per year would occur, a DNR Appropriation Permit
(M.S. §105.41) is required. The property owner should obtain forms
from this office.

We are concerned about the impact of the excavation on the localized
groundwater conditions and water levels of Itasca Lake. The project
may effectively promote seepage out of the lake and the surficial
sand aquifer. In order to make a recommendation on this project,
further information is needed. At present, we are not aware of
sufficient data on the soils, water table elevations and the
relationship of the surficial sand aquifer to deeper aquifers. Ail
available data will be researched and upon analysis of that
information, we will advise the City of any additional data
requirements. After sufficient data is available, we will make a
recommendation to the City. I expect that we would have our existing
data search completed within two weeks.

Therefore, we recommend no action be taken on the application until
the Department has had an opportunity to further study the project and
its' impacts on the groundwater system.

AN EQUAL OPPORTUNITY EMPLOYER
