Norris, Cc~ty Development Director

Backgrounds

Barton Sand and Gravel Company is requesting a conditional use permit to
extract aggregates and establish a commercial bituninous asphalt plant on
the 78 acre parcel located north of Cty. Rd. %116, east of Ramsey Blvd. and
south of 149th Avenue N.W. Barton Sand and Gravel is proposing to
excavate aggregates from the western 38 acres of this site. The eastern
portion of the property is marshy and contains a protected wetland. Once
the aggregates are extracted, Barton is proposing to construct the asphalt
operation on the southeast portion of the western area. The proposed
layout includes access to the site from both Cty. Rd. %116 and Ramsey Blvd.
N.W.

For your information, enclosed are the following items:

a) Application
b) Site location map
c) Letter dated March 2, 1987 from John Stine, DNR
d) Letter dated March 6, 1987 from Gary Sauer

Cbservations:

The subject property is located in the I-1 Industrial District. However,
residential development abutts the property along the northern border. The
extracting of aggregates, while it may be noisy, would be temporary in
nature and would not be permanently detrimental to the residential area.
However, the asphalt operation would create additional traffic, noise,
possible odors, smoke and wastes which may be detrimental to the adjacent
residential area.

The Commission tabled action on this request pending additional
information. Due to prior oommitments, Mr. Sauer will not be attending the
Commission meetings on March 19 or April 7 and has requested that the
Commission table action on this request.

Rec~m,~ndation:

OmmmtssionAction:

Motion to:
Table Barton Sand and Gravel's request for a conditional
as requested by Mr. Gary Sauer.

use permit

Revie~ Checklist:

Administrator X
Attorney X
Engineer X
Community Develoument Director X

Chief of Police
Finance Officer
Public Works Superintendent
Other
