The wetland located in the east half of the <br />site is protected wetland ~2-118W; a 20 acre, Type 4 wetland. The <br />grading work proposed for the site appears to avoid the wetland and a <br />DNR permit is not required. Based on the topography presented, I <br />estimate the ordinary high water (OHW) level of the wetland to be in <br />the 868 - 870 range. Any work below the OHW requires a DNZpermit. <br /> <br />Wetland ~2-118W is also identified by the City Code, Section 170.0112B <br />as a General Development body of water for purposes of the Shoreland <br />Overlay District. Applicable standards include: 301 m~ximum <br />impervious surface coverage; 50-foot structure setback from the OH~; <br />and 35-foot structure height. It appears the structures proposed for <br />the site will meet the minimum setback requirements. <br /> <br />The grading of the site within the shoreland area is also a major <br />concern. The installation and maintenance of proper erosion control <br />measures is essential. The Auoka Soil and Water Conservation District <br />(757-4221) should be consulted for detailed specifications for erosion <br />control during land disturbing activities. <br /> <br />Once the site is developed for the proposed bit~mtuous operation, I am <br />concerned over stormwater runoff management for the site. One of the <br />plans indicates runoff will be contained on-site. Runoff computations <br />should be provided to verify that comment.
