II. <br /> <br />B. Situation No. 2= This situation is based on the ponding <br />area having the capability of overflowing to another pond or <br /> <br />waterway without causing any damage. The pond size in this <br />situation is based on providing storage for a 100 year <br />frequency storm using the Soil Conservation Se.trice method. <br />The amount of runoff varies depending on soils type and the <br />amount of impervious surfaces. Based on the soils and lot <br />sized in Ramsey, the runoff from a 100 year storm generally <br />varies from 1 to 4 inches. The pond size is determined as in <br />the case of situation number one. <br /> <br />With an overflow to the pond, the lowest floor does not have <br />to be three feet above the pond overflow level. A one foot <br />of separation is recommended in this situation. <br /> <br />Dead End Streets and Cul-de-sacs <br /> <br />The City's current policy is to limit the length of cul-de-sacs <br />to 600 feet measured along the centerline from the intersection <br />of origin to the end of the right-of-way. The intersection of <br />origin has been considered as the last point where two streets <br />cross. In the case of Autumn Meadows, the original of the cul- <br />de-sac was the intersection of 166th Lane N.W. and Nutria Street <br />N.W. There have been discussions that since 166th Lane or the <br />south end of Nutria Street does not lead to a main road that the <br />original of the cul-de-sac should be the intersection of 167th <br />Lane and Armstrong Boulevard. If that is the desire of the <br />Planning Commission and City Council, the ordinance should be <br />amended. Another possible change in the ordinance is limit the <br />number of residents located in an area with only one access to a <br />main road. <br /> <br />Currently, both temporary and permanent dead end streets <br />exceeding 600 feet are required to have a variance. Variances <br />have been usually granted for temporary dead ends, because they <br />are generally required to exceed the maximum allowable length so <br />they can provide access to the adjacent property. <br /> <br />I have recommended that the developers provide a paved cul-de-sac <br />on both temporary and permanent dead end streets. Usually, the <br />length of time a temporary cul-de-sac is in service is unknown. <br />Therefore, paving will eliminate the need for additional <br />maintenance. Paving of a temporary cul-de-sac has been wavied if <br />the plat is constructed in phases and the street is scheduled to <br />be continued in one to two years. <br /> <br /> <br />
