Norris, Cc~ty Develo~t Director <br /> <br />Background: <br /> <br />Mr. Robert Muller is requesting that the City consider establishing a tax <br />increment district which would include his property located south of 167th <br />Avenue N.W., west of St. Francis Blvd. N.W. This property is located in <br />the RB Rural Business district. Mr. Muller has stated that the City could <br />capture the increased taxes that would result fr~m his proposed develolm~nt <br />on that property. Mr. Muller is proposing to construct a strip commercial <br />center on the property. In addition, due to soil corrrections necessary on <br />the site, Mr. Muller is requesting City participation in the development of <br />that property. <br /> <br />Mr. Muller's request would involve establishing another development <br />district and develol~nent program and tax increment financing district and <br />financing plan. Establishing these districts is a rather lengthy process <br />and would take a minimt~n of 60 days. <br /> <br />Enclosed for your information is the following: <br /> <br />a) Site location <br />b) City's policy on tax increment financing requests <br />c) Letter requesting City participation <br />d) Proposed site plan <br /> <br />~bservations: <br /> <br />The City Council reviewed Mr. Muller's request in 1986 and referred the <br />request to the Planning and Zoning and Economic DeveloIm~nt Cc~missions for <br />their review and o0mment. <br /> <br />Mr. Muller's property is located outside of the urban area where the <br />existing develofment districts and tax increment districts are located. As <br />the City's policy has been to encourage commercial development in the urban <br />area, the new district should be limited in size to remain consistent with <br />this policy. <br /> <br />Motion to: <br />Recommend approval/denial of the request to establish development and <br />tax increment financing districts and request by Robert Muller for <br />City participation in proposed development. <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Develolm~nt Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Bond Counsel <br /> <br />X <br /> <br /> <br />
