OONDITIONAL USE PERMIT <br />GRADINS AND EXCAVATING <br />L. & G. R~.IN INC. <br /> <br />Cn March , 1987 a conditional use permit was issued to L. & G. Rehbein Inc. <br />for the grading and excavation of fill in the Northfork P.U.D. The property to <br />be graded and excavated is located south of 161st Avenue N.W. and west of <br />Andrie Street N.W. The intent of the grading and excavating is to create a man- <br />made lake with approximately 40 acres of surface area and an average depth of <br />25 feet. This grading and excavating permit shall apply to that property <br />legally described as follows: <br /> <br />That part of Outlot C of Northfork located in the South Half of <br />Section 18 and the North Half of Section 19, Township 32, Range 25, <br />Anoka County, Minnesota, except that area located on the east side of <br />Andrie Street. <br /> <br />This permit is issued pursuant to Section 170.013D of the Ramsey City Code. <br />This conditional use permit is perpetual in its duration so long as the <br />conditions imposed herein are complied with. The conditions of this permit are <br />as follows: <br /> <br />A phasing plan and restoration plan shall be provided and followed to <br />minimize wind and water erosion of the site and which plan shall not <br />allow for more than five acres of shoreline to be exposed at any one <br />time. The five acres of exposed area shall be exclusive of the beach <br />area and water surface. Said plans are attached hereto and <br />incorporated herein as Exhibit A. Restoration as used herein shall be <br />defined as meaning grading and top soil replacement and grass seeding <br />such that turf is established which will prevent water and wind <br />erosion. <br /> <br />aa <br /> <br />No hauling shall be allowed on any residential streets including <br />Jarvis Street and Andrie Street. Only State, County and Municipal <br />State Aid Streets constructed to 9 ton standards shall be used as haul <br />roads. <br /> <br />3. Ail final slopes shall be less than four feet horizontal to one foot <br /> vertical (4:1). <br /> <br />0 <br /> <br />The hours of the grading and excavating operation shall be limited to <br />the following: <br /> Monday through Saturday: 6:00 a.m. to 10:00 p.m. <br /> <br />Se <br /> <br />No more than 5 acres of shoreline area shall be graded and excavated <br />at any one time and the remainder of the site excluding the lake and <br />beach shall be completed restored before commencing any new operations <br />on the site. Rehbein shall notify City staff for inspection of the <br />site prior to commencing operations in a new area on the site. <br /> <br /> <br />
