Voting No: ~ None. <br /> <br />Council consensus was that the Airport Zoning Ordinance be revised to <br />reflect that the Airport Board of Adjustment will be comprised of two <br />m~mbers fr~m the Ramsey Airport C~m~ission and three m~mbers of the Ramsey <br />Planning and Zoning Cc~ssion. <br /> <br />Mr. Hartley stated that the Airport Cc~ssion will have a recommendation <br />to Council on February 24 regarding a date for the airport zoning ordinance <br />public hearing. <br /> <br />Councilmember Cox stated that there are many people impacted by the <br />proposed airport improvements and he wants all processes to move along as <br />quickly as possible to relieve the state of limbo those persons are in. <br /> <br />Councilmember DeLuca inquired if FAA funding is contingent upon cooperation <br />from other agencies with respect to the zoning ordinance. <br /> <br />Mr. Bartley replied that airport zoning has nothing to do with Federal <br />funding. If other agencies refuse to adopt similar zoning ordinances once <br />Ramsey c~ns the airport, Ramsey can ac%~inister that zoning ordinance onto <br />those oommunities. <br /> <br />Council requested that Mr. Otto research whether or not there will be an <br />to homeowners insurance premiss for those persons in Safety Zone B. <br /> <br />Councilmember DeLuca inquired as to what would happen if Ramsey proceeded <br />with property aoquisition on a 2/3 - 1/3 basis with the State and FAA <br />denied funding; would the airport project be killed? <br /> <br />Mr. Otto replied that if FAA denied funding after acquisition has begun, <br />Ramsey would own that acquired land at 1/3 of it's actual value; whether or <br />not to cease the project would be up to the City; Ramsey would not get that <br />far into land acquisition before knc~ing whether there will be FAA funding. <br /> <br />Mr. Hartley pointed out that once Ramsey owns the facility, the City is <br />responsible for maintenance of it. <br /> <br />Mr. Otto noted that there are separate funds available from MN DoT for <br />operation and maintenance of airports; only those airport facilities <br />having airport zoning in place are eligible for those funds. <br /> <br />Councilmember Pearson inquired as to who pays for relocating the county <br />road. <br /> <br />Mr. Otto stated relocating the county road is an eligible expense under the <br />airport improvement progr~n. <br /> <br />Caset8..
