For better street maintenance purposes, Council could <br />initiate public hearings for street improvements to all ~%improved areas in <br />the city. <br /> <br />Jane Terpstra - 9108 Collins Drive - Inquired as to how ma_ny homeowners <br />would be impacted by the proposed drainage easement at the west end of <br />Collins Drive. <br /> <br />Mr. Raatikka replied that easements would be required from 2 homeowners. <br /> <br />Mr. James Fitzpatrick - The proposed drainage improvements would surround <br />his property with 4 easements and the drainage would flow into his back <br />yard. <br /> <br />Mr. Raatikka replied that piping would be installed directing the drainage <br />to the river; easement areas would be restored. <br /> <br />Discussion ensured regarding drainage needs of the area. <br /> <br />Warren Monheim - 9033 Collins Drive - Inquired as to how drainage on the <br />east end will be directed towards Hwy. 10. <br /> <br />Mr. Raatikka replied that swailing will be used. <br /> <br />Mr. Fitzpatrick - Inquired as to how far the piping on the west end will <br />go. <br /> <br />Mr. Raatikka replied that the pipe will go to the oorner and from there the <br />drainage will be directed by a shall~ ditch. <br /> <br />Mr. Fitzpatrick - Stated that there is too much drainage fl~ for a shallc~ <br />ditch to handle; heavy rains would result in washouts; why not use <br />culverts? <br /> <br />Mr. Raatikka stated that all alternatives will be looked at during project <br />design. <br /> <br />Warren Monheim - Inquired if the cost estimates quoted reflect the final <br />cost. <br /> <br />Mr. Raatikka stated that the figures quoted tonight are estimates. <br /> <br />Warren Monheim- Stated that this area could be getting drainage <br />improvements at bargain prices but this area will also be levied for any <br />other drainage improvements within the district in the future, which may be <br />at inflated prices. <br /> <br />Councilmember COx stated that regardless of whether or not this drainage <br />improvement is levied to the entire district or not, these residents are <br />part of the Mississippi Storm Sewer Taxing District and will have some <br />additional costs in the future. <br /> <br />Marilyn Specht - Stated that she understood the purpose of this hearing to <br />be to provide information and related costs about the project but Mr. <br /> Council Public Hearing/February 17, 1987 <br /> <br />Page 3 of 5 <br /> <br /> <br />
