Norris, Core, nutty Develol~ent Director <br /> <br />Backg round: <br /> <br />Barton Sand and Gravel C<mnpany is requesting a conditional use permit to <br />extract aggregates and establish a oommercial bit~ninous asphalt plant on <br />the 78 acre parcel located north of Cty. Rd. %116, east of Ramsey Blvd. and <br />south of 149th Avenue N.W. Barton Sand and Gravel is proposing to <br />excavate aggregates frcm the western 38 acres of this site. The eastern <br />portion of the property is marshy and contains a protected wetland. Once <br />the aggregates are extracted, Barton is proposing to construct the asphalt <br />operation on the southeast portion of the western area. The proposed <br />layout includes access to the site fr~n both Cty. Rd. %116 and Ramsey Blvd. <br />N.W. <br /> <br />For your information, enclosed are the following items: <br /> <br />a) Application <br />b) Site location map <br />c) Public hearing notice <br />d) Properties notified <br />e) Application packet including landscaping plans, grading, etc. <br /> <br />~se rvations: <br /> <br />The subject property is located in the I-1 Industrial District. ~owever, <br />residential develotznent abutts the property along the northern border. The <br />extracting of aggregates, while it may be noisy, would be temporary in <br />nature and would not be permanently detrimental to the residential area. <br />However, the asphalt operation would create additional traffic, noise, <br />possible odors, smoke and wastes which may be detrimental to the adjacent <br />residential area. <br /> <br />P~tion: <br /> <br />Based on the nature of this proposal, the City Attorney has recommended <br />that the Planning Commission draft findings of fact on the request after <br />the public hearing. <br /> <br />Staff rec(mmends that the request for establishing an asphalt operation be <br />denied based on the potential negative impacts to the area. However, the <br />request to extract aggregates may be approved. <br /> <br />If the Commission wishes additional information from Barton or City staff, <br />it may continue action until such information is provided. <br /> <br />C~mnissionAction: <br /> <br />Motion to: <br />Adopt findings of fact relating to Barton Sand and Gravel Company's <br />request for a conditional use permit. <br /> <br /> <br />
